A RESOLUTION 1 Directing the Legislative Budget and Finance Committee to 2 investigate and report on the advantages and disadvantages of 3 allowing small businesses to buy coverage for employees 4 through the adult basic coverage insurance program. 5 WHEREAS, Employees of small businesses and their dependents 6 in this Commonwealth should have access to comprehensive primary 7 health insurance coverage; and 8 WHEREAS, Small business employers are much less likely to 9 provide health insurance coverage for employees and their 10 dependents than are larger employers; and 11 WHEREAS, In the present economy, major early retirements, 12 layoffs and other work separations are on the rise; and 13 WHEREAS, Small businesses have extreme difficulty making 14 insurance available to their employees; and 15 WHEREAS, It is estimated that approximately two-thirds of the
1 uninsured are employed or dependents of employed persons, and 2 the percentage of people without employment-based health 3 insurance is climbing; therefore be it 4 RESOLVED, That the House of Representatives direct the 5 Legislative Budget and Finance Committee to investigate and 6 report on the advantages and disadvantages of allowing small 7 businesses to buy coverage for employees through the adult basic 8 coverage insurance program; and be it further 9 RESOLVED, That the Legislative Budget and Finance Committee 10 report its findings and recommendations to the General Assembly 11 no later than November 30, 2006.
