A RESOLUTION 1 Urging the President and Congress of the United States to 2 utilize the China-specific safeguard provision, section 421 3 of the Trade Act of 1974 as amended by the U.S.-China 4 Relations Act of 2000, to prevent the dumping of steel pipes, 5 tubes and fittings on United States markets. 6 WHEREAS, Pipe and tube imports from China have increased from 7 9,800 tons in 2002 to 267,000 tons in 2004; and 8 WHEREAS, Chinese imported pipe is selling at approximately 9 the price of what the raw materials would cost American 10 producers; and 11 WHEREAS, The result of unfair trade practices has been the 12 loss of jobs; and 13 WHEREAS, Without direct action by the President and Congress, 14 the collapse of United States steel tube, pipe and fitting 15 manufacturers is likely; therefore be it 16 RESOLVED, That the House of Representatives urge the 17 President of the United States and Congress to take immediate
1 action to ensure a level playing field for steel pipe, tube and 2 fitting manufacturing, including full implementation of all 3 safeguards in our existing trade agreements and the development 4 of new policies as needed to ensure that the United States 5 maintains a strong and vibrant manufacturing base; and be it 6 further 7 RESOLVED, That a copy of this resolution be transmitted to 8 the President of the United States and to each member of the 9 Pennsylvania Congressional Delegation.
