           YOUNGBLOOD, TIGUE, THOMAS, MARKOSEK, PALLONE, PISTELLA,
           READSHAW, JOSEPHS, HERSHEY AND FREEMAN, MARCH 29, 2005

                                  A RESOLUTION

     1  Supporting legislation that offers incentives to small
     2     businesses to offer health insurance to employees.

     3     WHEREAS, Small business is the life blood of the economy; and
     4     WHEREAS, In the present economy, major early retirements,
     5  layoffs and other work separations are on the rise; and
     6     WHEREAS, Many of the persons separated from work in the
     7  corporate sector will find difficulty in the short-term
     8  reconnecting and will use their skills to start small
     9  businesses; and
    10     WHEREAS, Small businesses suffer extreme difficulty in making
    11  insurance available to their employees; therefore be it
    12     RESOLVED, That the House of Representatives encourage support
    13  of legislation that offers incentives to small businesses to
    14  offer health insurance to employees.
