                                  A RESOLUTION

     1  Amending House Rule 64.

     2     RESOLVED, That House Rule 64 be amended to read:
     3                              RULE 64
     4              Members Required to be Present and Vote
     5     [Except as otherwise provided by this rule, every member
     6  shall be present within the Hall of the House during its
     7  sittings, unless excused by the House or unavoidably prevented,
     8  and shall vote for or against each question put, unless he has a
     9  direct personal or pecuniary interest in the determination of
    10  the question or unless he is excused or not present in
    11  accordance with an authorized leave of absence.
    12     The Legislative Journal shall show the result of each roll
    13  call by yeas and nays and those absent and those not voting.
    14     A member who is either performing a legislative assignment in

     1  the Harrisburg area in furtherance of duties of his office or on
     2  behalf of the body of the House and to which the member was
     3  appointed by the House or the appropriate officer of the House
     4  may, upon request to and approval by the member's floor leader,
     5  be granted Harrisburg Legislative Leave and be voted by or at
     6  the direction of the member's floor leader. A specific reason
     7  must be given by the member to the respective floor leader and
     8  that floor leader must announce the granting of the Harrisburg
     9  Legislative Leave. Harrisburg Legislative Leave shall last no
    10  longer than the single legislative session day for which it was
    11  requested and shall immediately expire with the return of the
    12  member to the Hall of the House. No member will be granted
    13  Harrisburg Legislative Leave for a session day, or a portion of
    14  a session day, who does not personally vote on the day's initial
    15  Master Roll Call. A member is not permitted to request
    16  Harrisburg Legislative Leave if the member is the prime sponsor
    17  of a bill scheduled to run during the time for which Leave is
    18  requested or if the member has filed and intends to offer an
    19  amendment during that time.]
    20     Every member shall be present within the Hall of the House
    21  during its sittings, unless excused by the House or unavoidably
    22  prevented, and shall vote for or against each question put,
    23  unless he has a direct personal or pecuniary interest in the
    24  determination of the question, or unless he is excused by the
    25  House.
    26     No member shall be permitted to vote and have his vote
    27  recorded on the roll unless he is present in the Hall of the
    28  House during the roll call vote.
    29     The Legislative Journal shall show the result of each roll
    30  call by yeas and nays and those absent and not voting.
