No. 142 Session of 2005


        INTRODUCED BY MARKOSEK, BARRAR, BEBKO-JONES, BELARDI, BROWNE,
           CALTAGIRONE, COSTA, CREIGHTON, FREEMAN, GEIST, JAMES, KOTIK,
           LaGROTTA, LEH, LEVDANSKY, PALLONE, PISTELLA, READSHAW,
           ROBERTS, SCHRODER, SHANER, TANGRETTI, THOMAS, TIGUE, WALKO,
           WILT AND YOUNGBLOOD, MARCH 14, 2005

                                  A RESOLUTION

     1  Urging the Congress of the United States and the Department of
     2     Health and Human Services to establish and maintain a
     3     comprehensive national registry for clinical drug trial
     4     results and requiring that all drug trial results, both
     5     positive and negative, be disclosed to the public.

     6     WHEREAS, No comprehensive system tracks, organizes or
     7  disseminates information about clinical drug trials or even
     8  discloses whether a drug trial was conducted; and
     9     WHEREAS, The current voluntary disclosure policy is
    10  inconsistent and slow and has resulted in few public
    11  disclosures, with only 30 drugs currently listed in an online
    12  clinical study database out of thousands of drugs on the market;
    13  and
    14     WHEREAS, There is a heightened public concern over recent
    15  negative findings and subsequent withdrawals of drugs like
    16  Vioxx, Celebrex and Bextra; therefore be it
    17     RESOLVED, That the House of Representatives of the


     1  Commonwealth of Pennsylvania urge the Congress of the United
     2  States and the Department of Health and Human Services to
     3  establish and maintain a comprehensive clinical drug testing
     4  database registry; and be it further
     5     RESOLVED, That the registry database include all clinical
     6  drug trials and ensure that trials with negative as well as
     7  positive results are publicly available by providing every
     8  clinical trial with a unique identification and ensuring
     9  publication or placement in the database of all results; and be
    10  it further
    11     RESOLVED, That copies of this resolution be transmitted to
    12  the Secretary of the United States Department of Health and
    13  Human Services, 200 Independence Avenue, SW, Washington, DC
    14  20201.
