A RESOLUTION 1 Urging the United States Senators from the Commonwealth of 2 Pennsylvania to support the President's nominees to the 3 Supreme Court of the United States. 4 WHEREAS, Section 2 of Article II of the Constitution of the 5 United States states that the President "shall nominate, and by 6 and with the Advice and Consent of the Senate, shall appoint 7 Ambassadors, other public Ministers and Consuls, Judges of the 8 supreme Court, and all other Officers of the United States..."; 9 and 10 WHEREAS, There is a high likelihood of at least one vacancy 11 on the Supreme Court of the United States during the 109th 12 Congress; and 13 WHEREAS, There is a possibility of the need to elevate an 14 Associate Justice of the Supreme Court of the United States to 15 the position of Chief Justice during the 109th Congress; and 16 WHEREAS, Activist judges on some Federal courts have 17 frustrated the constitutional structure which prescribes that 18 laws shall be written by elected legislatures; and
1 WHEREAS, President George W. Bush has expressed his 2 commitment to appoint Federal judges who will strictly interpret 3 the Constitution of the United States; and 4 WHEREAS, In the past a minority of senators has used dilatory 5 tactics to prevent a Senate floor vote on several of President 6 George W. Bush's judicial nominees, all of whom were reported 7 favorably by the United States Senate Committee on the 8 Judiciary; therefore be it 9 RESOLVED, That the House of Representatives of the 10 Commonwealth of Pennsylvania urge the United States Senators 11 from Pennsylvania to move quickly to confirm all nominations by 12 President George W. Bush to the Supreme Court of the United 13 States; and be it further 14 RESOLVED, That copies of this resolution be transmitted to 15 United States Senators Arlen Specter and Rick Santorum.
