                                  A RESOLUTION

     1  Urging the Congress of the United States to enact legislation
     2     that would allow municipalities to contribute in-kind
     3     services as part of their cost-share under Federal grant
     4     programs.

     5     WHEREAS, The Federal Government provides valuable financial
     6  assistance to municipalities through various grant programs; and
     7     WHEREAS, The Federal Government often requires municipalities
     8  to share in the cost of funding a grant project; and
     9     WHEREAS, Many municipalities struggle to pay for their share
    10  of funding under Federal grant programs; and
    11     WHEREAS, Municipalities are often able to contribute in-kind
    12  services to Federal grant projects in lieu of financial
    13  services; therefore be it
    14     RESOLVED, That the House of Representatives of the
    15  Commonwealth of Pennsylvania urge the Congress to enact
    16  legislation that would allow municipalities to contribute in-

     1  kind services as part of their cost-share under Federal grant
     2  programs.
