AN ACT 1 Making appropriations to the Thomas Jefferson University, 2 Philadelphia. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. (a) The sum of $5,402,000 is hereby appropriated 6 to the Thomas Jefferson University, Philadelphia, for the fiscal 7 year July 1, 2006, to June 30, 2007, for instruction in the 8 Doctor of Medicine program. 9 (b) The sum of $4,116,000 is hereby appropriated to the 10 Thomas Jefferson University, Philadelphia, for the fiscal year 11 July 1, 2006, to June 30, 2007, for the general maintenance of 12 the Thomas Jefferson University, including the College of Allied 13 Health Sciences, student aid and Children's Heart Hospital. 14 (c) The sum of $49,000 is hereby appropriated to the 15 Trustees of Jefferson Medical College and Hospital, 16 Philadelphia, for the fiscal year July 1, 2006, to June 30, 17 2007, for a comprehensive program relating to persons with Tay-
1 Sachs disease. 2 Section 2. (a) Payments to the Thomas Jefferson University 3 on account of the appropriations provided in section 1(a) and 4 (b) shall be made quarterly by the Secretary of Education on the 5 basis of costs during the fiscal year and shall be conditioned 6 on continuing authority for inclusion on the Board of Trustees 7 of the Thomas Jefferson University of a minimum of five 8 individuals who are not elected officials and who are appointed, 9 one each, by the Governor, the President pro tempore of the 10 Senate, the Minority Leader of the Senate, the Speaker of the 11 House of Representatives and the Minority Leader of the House of 12 Representatives, for terms of office coterminous with that of 13 their appointing authority; and shall be further conditioned on 14 these appointees receiving full voting rights as members of the 15 board of trustees. The legislative appointee under this 16 subsection with the most seniority on the board must be a member 17 of the executive committee of the board. The legislative 18 appointee who is second most senior on the board must be a 19 member of the finance committee of the board. The legislative 20 appointee who is on the executive committee shall, within two 21 weeks of each executive committee meeting, send each legislative 22 appointee to the board a written summary of the meeting. 23 (b) The Thomas Jefferson University shall provide full, 24 complete and accurate information as may be required by the 25 Department of Education or the chairman or the minority chairman 26 of the Appropriations Committee of the Senate or the chairman or 27 the minority chairman of the Appropriations Committee of the 28 House of Representatives. 29 (c) The Thomas Jefferson University shall report its 30 revenues and expenditures and present its financial statements 20060H2511B3691 - 2 -
1 in accordance with generally accepted accounting principles and 2 procedures for educational institutions as set forth in the 3 "Higher Education Finance Manual (1975)" and the "Commonwealth 4 of Pennsylvania Budget Instructions for the State System of 5 Higher Education, State-Related Universities and Non-State- 6 Related Colleges and Universities." 7 (d) The trustees of the Thomas Jefferson University shall 8 report on forms provided by the Department of Education to both 9 the chairman and minority chairman of the Appropriations 10 Committee of the Senate and the chairman and minority chairman 11 of the Appropriations Committee of the House of Representatives 12 by September 30, 2007, on how State-appropriated funds were 13 expended for fiscal year 2006-2007 to reduce the costs to 14 Pennsylvania resident students or to provide services to 15 Pennsylvania residents. 16 Section 3. (a) Payment to Jefferson Medical College and 17 Hospital on account of the appropriation relating to Tay-Sachs 18 disease as provided for in section 1(c) shall be made by the 19 Secretary of Health in equal quarterly payments and shall be 20 conditioned upon a program which shall include the detection of 21 Tay-Sachs disease in the community, counseling of individuals 22 and families, education of the public, coordination of research 23 into the treatment for Tay-Sachs disease and the expansion of 24 genetic diagnostic services and treatment of persons with the 25 disease. 26 (b) Jefferson Medical College and Hospital shall provide 27 full, complete and accurate information as may be required by 28 the Department of Health or the chairman or the minority 29 chairman of the Appropriations Committee of the Senate or the 30 chairman or the minority chairman of the Appropriations 20060H2511B3691 - 3 -
