HOUSE BILL

        SENATOR WENGER, APPROPRIATIONS, IN SENATE, RE-REPORTED AS
           AMENDED, JUNE 30, 2006

                                     AN ACT

     1  Making appropriations to the Philadelphia Health and Education
     2     Corporation for the Colleges of Medicine, Public Health,
     3     Nursing and Health Professions and for continuation of
     4     pediatric services.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  (a)  The sum of $7,495,000 $7,720,000 is hereby    <--
     8  appropriated to the Philadelphia Health and Education
     9  Corporation for the College of Medicine for the fiscal year July
    10  1, 2006, to June 30, 2007, for instruction in the Doctor of
    11  Medicine program.
    12     (b)  The sum of $1,668,000 $1,718,000 is hereby appropriated   <--
    13  to the Philadelphia Health and Education Corporation for the
    14  Colleges of Medicine, Public Health, Nursing and Health
    15  Professions for the fiscal year July 1, 2006, to June 30, 2007,
    16  for the general maintenance of the Colleges of Medicine, Public
    17  Health and Nursing, including the Allied Health, Professions and


     1  Graduate Schools, and for student aid.
     2     (c)  The sum of $296,000 $305,000 is hereby appropriated to    <--
     3  the Philadelphia Health and Education Corporation for the fiscal
     4  year July 1, 2006, to June 30, 2007, for minority educational
     5  and recruitment programs.
     6     (d)  The sum of $712,000 is hereby appropriated to the
     7  Philadelphia Health and Education Corporation, for the fiscal
     8  year July 1, 2006, to June 30, 2007, for continued pediatric
     9  outpatient and inpatient treatment of severe physically
    10  disabling diseases.
    11     (e)  The sum of $149,000 is hereby appropriated to the
    12  Philadelphia Health and Education Corporation, for the fiscal
    13  year July 1, 2006, to June 30, 2007, for continued support of
    14  the handicapped children's clinic.
    15     (f)  The sum of $1,943,000 $2,001,000 is hereby appropriated   <--
    16  to the Philadelphia Health and Education Corporation, for the
    17  College of Medicine for the fiscal year July 1, 2006, to June
    18  30, 2007, for operating expenses.
    19     Section 2.  (a)  Payments to the Philadelphia Health and
    20  Education Corporation on account of the appropriations provided
    21  in section 1(a), (b), (c) and (f) shall be made quarterly by the
    22  Secretary of Education on the basis of costs during the fiscal
    23  year and shall be conditioned on continuing authority for
    24  inclusion on the Board of Trustees of the Philadelphia Health
    25  and Education Corporation of a minimum of five persons who are
    26  not elected officials and who are appointed by the Governor, the
    27  President pro tempore of the Senate, the Minority Leader of the
    28  Senate, the Speaker of the House of Representatives and the
    29  Minority Leader of the House of Representatives for terms of
    30  office coterminous with that of the respective appointing

     1  authority; and shall be further conditioned on these appointees
     2  receiving full voting rights as members of the board of
     3  trustees.
     4     (b)  Payments to the Philadelphia Health and Education
     5  Corporation on account of the appropriations provided in section
     6  1(d) and (e) shall be made by the Secretary of Health in equal
     7  quarterly payments.
     8     Section 3.  (a)  The Philadelphia Health and Education
     9  Corporation shall provide full, complete and accurate
    10  information for the appropriations under section 1(a), (b), (c)
    11  and (f) as may be required by the Department of Education or the
    12  chairman or the minority chairman of the Appropriations
    13  Committee of the Senate or the chairman or the minority chairman
    14  of the Appropriations Committee of the House of Representatives.
    15     (b)  The Philadelphia Health and Education Corporation shall
    16  provide full, complete and accurate information for the
    17  appropriations under section 1(d) and (e) as may be required by
    18  the Department of Health or the chairman or the minority
    19  chairman of the Appropriations Committee of the Senate or the
    20  chairman or the minority chairman of the Appropriations
    21  Committee of the House of Representatives.
    22     Section 4.  The Philadelphia Health and Education Corporation
    23  for the Colleges of Medicine, Public Health, Nursing and Health
    24  Professions shall report its revenues and expenditures and
    25  present its financial statements in accordance with generally
    26  accepted accounting principles and procedures for educational
    27  institutions as set forth in the "Higher Education Finance
    28  Manual (1975)" and the "Commonwealth of Pennsylvania Budget
    29  Instructions for the State System of Higher Education, State-
    30  Related Universities and Non-State-Related Colleges and

     1  Universities."
     2     Section 5.  The trustees of the Philadelphia Health and
     3  Education Corporation for the Colleges of Medicine, Public
     4  Health, Nursing and Health Professions shall report on forms
     5  provided by the Department of Education to both the chairman and
     6  minority chairman of the Appropriations Committee of the Senate
     7  and the chairman and minority chairman of the Appropriations
     8  Committee of the House of Representatives by September 30, 2007,
     9  on how State-appropriated funds were expended for fiscal year
    10  2006-2007 to reduce the costs to Pennsylvania resident students
    11  or to provide services to Pennsylvania residents.
    12     Section 6.  This act shall take effect July 1, 2006, or
    13  immediately, whichever is later.
