AN ACT 1 Making appropriations to the Trustees of the University of 2 Pennsylvania. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. (a) The following sums, or as much thereof as 6 may be necessary, are hereby appropriated to the Trustees of the 7 University of Pennsylvania for the fiscal year July 1, 2006, to 8 June 30, 2007, for the purposes and in the amounts as shown: 9 (1) For dental clinics........................ $1,051,000 <-- 10 (2) For instruction in the Doctor of Medicine 11 program........................................... 3,919,000 12 (3) For veterinary activities................. 38,111,000 13 (4) For cardiovascular studies................ 1,554,000 14 (1) FOR DENTAL CLINICS........................ $1,083,000 <-- 15 (2) FOR INSTRUCTION IN THE DOCTOR OF MEDICINE 16 PROGRAM........................................... 4,037,000

4 (b) The sum of $231,000 $254,000 is hereby appropriated to <--
5 the Trustees of the University of Pennsylvania for the fiscal
6 year July 1, 2006, to June 30, 2007, for the general maintenance
7 of the University of Pennsylvania Museum and the purchase of
8 such apparatus and equipment as the trustees may deem necessary
9 for the best interest of the University of Pennsylvania Museum.
10 Section 2. (a) Payments to the University of Pennsylvania
11 on account of the appropriations for the items provided in
12 section 1(a) shall be made quarterly by the Secretary of
13 Education on the basis of costs during the fiscal year and shall
14 be conditioned on continuing authority for inclusion on the
15 Board of Trustees of the University of Pennsylvania of a minimum
16 of four persons who are not elected officials and who are
17 appointed by the President pro tempore of the Senate, the
18 Minority Leader of the Senate, the Speaker of the House of
19 Representatives and the Minority Leader of the House of
20 Representatives for terms of office coterminous with that of the
21 respective appointing authority; and shall be further
22 conditioned on these appointees receiving full voting rights as
23 members of the board of trustees.
24 (b) The University of Pennsylvania shall provide full,
25 complete and accurate information as may be required by the
26 Department of Education or the chairman or the minority chairman
27 of the Appropriations Committee of the Senate or the chairman or
28 the minority chairman of the Appropriations Committee of the
29 House of Representatives.
30 (c) The University of Pennsylvania shall report its revenues

1 and expenditures and present its financial statements in 2 accordance with generally accepted accounting principles and 3 procedures for educational institutions as set forth in the 4 "Higher Education Finance Manual (1975)" and the "Commonwealth 5 of Pennsylvania Budget Instructions for the State System of 6 Higher Education, State-Related Universities and Non-State- 7 Related Colleges and Universities." 8 (d) The Trustees of the University of Pennsylvania shall 9 report on forms provided by the Department of Education to both 10 the chairman and minority chairman of the Appropriations 11 Committee of the Senate and the chairman and minority chairman 12 of the Appropriations Committee of the House of Representatives 13 by September 30, 2007, on how State-appropriated funds were 14 expended for fiscal year 2006-2007 to reduce the costs to 15 Pennsylvania resident students or to provide services to 16 Pennsylvania residents. 17 Section 3. (a) Payments to the University of Pennsylvania 18 Museum on account of the appropriation provided in section 1(b) 19 shall be made quarterly by the Executive Director of the 20 Pennsylvania Historical and Museum Commission. 21 (b) The Trustees of the University of Pennsylvania shall 22 provide full, complete and accurate information as may be 23 required by the Pennsylvania Historical and Museum Commission or 24 the chairman or the minority chairman of the Appropriations 25 Committee of the Senate or the chairman or the minority chairman 26 of the Appropriations Committee of the House of Representatives. 27 Section 4.
