                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further providing for the issuance of
     3     identification cards.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 1510(b) of Title 75 of the Pennsylvania
     7  Consolidated Statutes, amended November 30, 2004 (P.L.1474,
     8  No.188), is amended to read:
     9  § 1510.  Issuance and content of driver's license.

    11     (b)  Identification card.--The department shall, upon payment
    12  of the required fee, including any fee which may be payable
    13  under section 1617 (relating to fees) or 1960 (relating to
    14  reinstatement of operating privilege or vehicle registration),
    15  issue an identification card to any person who has made
    16  application therefor in such manner as the department shall
    17  prescribe or whose driver's license has been surrendered to the
    18  department because of a suspension or revocation of an operating

     1  privilege under this or any other title. Program participants in
     2  the Address Confidentiality Program under 23 Pa.C.S. Ch. 67 may
     3  use a substitute address designated by the Office of Victim
     4  Advocate as their address. The identification card shall have
     5  substantially the same content as a driver's license but shall
     6  clearly indicate that it is not a driver's license. Upon failure
     7  of any person to pass any examination required under section
     8  1514 (relating to expiration and renewal of drivers' licenses),
     9  the department shall, where appropriate, issue a complimentary
    10  identification card as an expression of gratitude for years of
    11  safe driving. The card shall only be issued upon receipt of the
    12  person's driver's license.
