                                     AN ACT

     1  Amending the act of December 18, 2001 (P.L.949, No.114),
     2     entitled, as amended, "An act establishing a unified
     3     workforce investment system; restructuring certain
     4     administrative functions, procedures and entities;
     5     transferring workforce development functions of Commonwealth
     6     agencies; establishing the Pennsylvania Workforce Investment
     7     Board; providing for critical job training grants, for
     8     guarantees for program quality and performance for workforce
     9     development programs, for workforce leadership grants; and
    10     authorizing local workforce investment boards," providing for
    11     preference for training programs.

    12     The General Assembly of the Commonwealth of Pennsylvania
    13  hereby enacts as follows:
    14     Section 1.  The act of December 18, 2001 (P.L.949, No.114),
    15  known as the Workforce Development Act, is amended by adding a
    16  section to read:
    17  Section 105.  Preference for training programs.


     1     (a)  Pennsylvania National Guard members.--A Pennsylvania
     2  National Guard member that has been ordered to active Federal or
     3  State service shall be given a preference for placement in any
     4  program under this act for a period of one year after discharge
     5  from active duty. Preference for placement shall be given after
     6  a member provides documentation of the dates of active duty and
     7  meets the eligibility requirements of the program.
     8     (b)  Spouses of Pennsylvania National Guard members.--The
     9  spouse of a Pennsylvania National Guard member that has been
    10  ordered to active Federal or State service shall be given a
    11  preference for placement in any program under this act.
    12  Preference for placement shall be given after a spouse of a
    13  Pennsylvania National Guard member that has been ordered to
    14  active Federal or State service provides documentation of the
    15  member's dates of active duty and meets the eligibility
    16  requirements of the program.
    17     Section 2.  This act shall take effect in 60 days.
