HOUSE BILL

        SENATOR THOMPSON, APPROPRIATIONS, IN SENATE, RE-REPORTED AS
           AMENDED, JULY 5, 2005

                                     AN ACT

     1  Making appropriations to the Philadelphia Health and Education
     2     Corporation for the Colleges of Medicine, Public Health,
     3     Nursing and Health Professions and for continuation of
     4     pediatric services.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  (a)  The sum of $7,495,000 is hereby appropriated
     8  to the Philadelphia Health and Education Corporation for the
     9  College of Medicine for the fiscal year July 1, 2005, to June
    10  30, 2006, for instruction in the Doctor of Medicine program.
    11     (b)  The sum of $1,660,000 $1,668,000 is hereby appropriated   <--
    12  to the Philadelphia Health and Education Corporation for the
    13  Colleges of Medicine, Public Health, Nursing and Health
    14  Professions for the fiscal year July 1, 2005, to June 30, 2006,
    15  for the general maintenance of the Colleges of Medicine, Public
    16  Health and Nursing, including the Allied Health, Professions and
    17  Graduate Schools, and for student aid.


     1     (c)  The sum of $296,000 is hereby appropriated to the
     2  Philadelphia Health and Education Corporation for the fiscal
     3  year July 1, 2005, to June 30, 2006, for minority educational
     4  and recruitment programs.
     5     (d)  The sum of $248,000 $712,000 is hereby appropriated to    <--
     6  the Philadelphia Health and Education Corporation, for the
     7  fiscal year July 1, 2005, to June 30, 2006, for continued
     8  pediatric outpatient and inpatient treatment of severe
     9  physically disabling diseases.
    10     (e)  The sum of $52,000 $149,000 is hereby appropriated to     <--
    11  the Philadelphia Health and Education Corporation, for the
    12  fiscal year July 1, 2005, to June 30, 2006, for continued
    13  support of the handicapped children's clinic.
    14     (f)  The sum of $1,943,000 is hereby appropriated to the
    15  Philadelphia Health and Education Corporation, for the College
    16  of Medicine for the fiscal year July 1, 2005, to June 30, 2006,
    17  for operating expenses.
    18     Section 2.  (a)  Payments to the Philadelphia Health and
    19  Education Corporation on account of the appropriations provided
    20  in section 1(a), (b), (c) and (f) shall be made quarterly by the
    21  Secretary of Education on the basis of costs during the fiscal
    22  year and shall be conditioned on continuing authority for
    23  inclusion on the Board of Trustees of the Philadelphia Health
    24  and Education Corporation of a minimum of five persons who are
    25  not elected officials and who are appointed by the Governor, the
    26  President pro tempore of the Senate, the Minority Leader of the
    27  Senate, the Speaker of the House of Representatives and the
    28  Minority Leader of the House of Representatives for terms of
    29  office coterminous with that of the respective appointing
    30  authority; and shall be further conditioned on these appointees

     1  receiving full voting rights as members of the board of
     2  trustees.
     3     (b)  Payments to the Philadelphia Health and Education
     4  Corporation on account of the appropriations provided in section
     5  1(d) and (e) shall be made by the Secretary of Health in equal
     6  quarterly payments.
     7     Section 3.  (a)  The Philadelphia Health and Education
     8  Corporation shall provide full, complete and accurate
     9  information for the appropriations under section 1(a), (b), (c)
    10  and (f) as may be required by the Department of Education or the
    11  chairman or the minority chairman of the Appropriations
    12  Committee of the Senate or the chairman or the minority chairman
    13  of the Appropriations Committee of the House of Representatives.
    14     (b)  The Philadelphia Health and Education Corporation shall
    15  provide full, complete and accurate information for the
    16  appropriations under section 1(d) and (e) as may be required by
    17  the Department of Health or the chairman or the minority
    18  chairman of the Appropriations Committee of the Senate or the
    19  chairman or the minority chairman of the Appropriations
    20  Committee of the House of Representatives.
    21     Section 4.  The Philadelphia Health and Education Corporation
    22  for the Colleges of Medicine, Public Health, Nursing and Health
    23  Professions shall report its revenues and expenditures and
    24  present its financial statements in accordance with generally
    25  accepted accounting principles and procedures for educational
    26  institutions as set forth in the "Higher Education Finance
    27  Manual (1975)" and the "Commonwealth of Pennsylvania Budget
    28  Instructions for the State System of Higher Education, State-
    29  Related Universities and Non-State-Related Colleges and
    30  Universities."

     1     Section 5.  The trustees of the Philadelphia Health and
     2  Education Corporation for the Colleges of Medicine, Public
     3  Health, Nursing and Health Professions shall report on forms
     4  provided by the Department of Education to both the chairman and
     5  minority chairman of the Appropriations Committee of the Senate
     6  and the chairman and minority chairman of the Appropriations
     7  Committee of the House of Representatives by September 30, 2006,
     8  on how State-appropriated funds were expended for fiscal year
     9  2005-2006 to reduce the costs to Pennsylvania resident students
    10  or to provide services to Pennsylvania residents.
    11     Section 6.  This act shall take effect July 1, 2005, or
    12  immediately, whichever is later.
