THE GENERAL ASSEMBLY OF PENNSYLVANIA


HOUSE BILL

        AS AMENDED ON THIRD CONSIDERATION, HOUSE OF REPRESENTATIVES,
           JUNE 29, 2005

                                     AN ACT

     1  Making appropriations to the Trustees of the University of
     2     Pennsylvania.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  (a)  The following sums, or as much thereof as
     6  may be necessary, are hereby appropriated to the Trustees of the
     7  University of Pennsylvania for the fiscal year July 1, 2005, to
     8  June 30, 2006, for the purposes and in the amounts as shown:
     9     (1)  For dental clinics........................    $1,051,000
    10     (2)  For instruction in the Doctor of Medicine
    11  program...........................................     3,919,000
    12     (3)  For veterinary activities.................    37,924,000  <--
    13     (3)  FOR VETERINARY ACTIVITIES.................    41,582,000  <--
    14     (4)  For cardiovascular studies................     1,554,000
    15     (b)  The sum of $208,000 is hereby appropriated to the
    16  Trustees of the University of Pennsylvania for the fiscal year
    17  July 1, 2005, to June 30, 2006, for the general maintenance of

     1  the University of Pennsylvania Museum and the purchase of such
     2  apparatus and equipment as the trustees may deem necessary for
     3  the best interest of the University of Pennsylvania Museum.
     4     Section 2.  (a)  Payments to the University of Pennsylvania
     5  on account of the appropriations for the items provided in
     6  section 1(a) shall be made quarterly by the Secretary of
     7  Education on the basis of costs during the fiscal year and shall
     8  be conditioned on continuing authority for inclusion on the
     9  Board of Trustees of the University of Pennsylvania of a minimum
    10  of four persons who are not elected officials and who are
    11  appointed by the President pro tempore of the Senate, the
    12  Minority Leader of the Senate, the Speaker of the House of
    13  Representatives and the Minority Leader of the House of
    14  Representatives for terms of office coterminous with that of the
    15  respective appointing authority; and shall be further
    16  conditioned on these appointees receiving full voting rights as
    17  members of the board of trustees.
    18     (b)  The University of Pennsylvania shall provide full,
    19  complete and accurate information as may be required by the
    20  Department of Education or the chairman or the minority chairman
    21  of the Appropriations Committee of the Senate or the chairman or
    22  the minority chairman of the Appropriations Committee of the
    23  House of Representatives.
    24     (c)  The University of Pennsylvania shall report its revenues
    25  and expenditures and present its financial statements in
    26  accordance with generally accepted accounting principles and
    27  procedures for educational institutions as set forth in the
    28  "Higher Education Finance Manual (1975)" and the "Commonwealth
    29  of Pennsylvania Budget Instructions for the State System of
    30  Higher Education, State-Related Universities and Non-State-

     1  Related Colleges and Universities."
     2     (d)  The Trustees of the University of Pennsylvania shall
     3  report on forms provided by the Department of Education to both
     4  the chairman and minority chairman of the Appropriations
     5  Committee of the Senate and the chairman and minority chairman
     6  of the Appropriations Committee of the House of Representatives
     7  by September 30, 2006, on how State-appropriated funds were
     8  expended for fiscal year 2005-2006 to reduce the costs to
     9  Pennsylvania resident students or to provide services to
    10  Pennsylvania residents.
    11     Section 3.  (a)  Payments to the University of Pennsylvania
    12  Museum on account of the appropriation provided in section 1(b)
    13  shall be made quarterly by the Executive Director of the
    14  Pennsylvania Historical and Museum Commission.
    15     (b)  The Trustees of the University of Pennsylvania shall
    16  provide full, complete and accurate information as may be
    17  required by the Pennsylvania Historical and Museum Commission or
    18  the chairman or the minority chairman of the Appropriations
    19  Committee of the Senate or the chairman or the minority chairman
    20  of the Appropriations Committee of the House of Representatives.
    21     Section 4.  This act shall take effect July 1, 2005, or
    22  immediately, whichever is later.
