HOUSE BILL

        SENATOR THOMPSON, APPROPRIATIONS, IN SENATE, RE-REPORTED AS
           AMENDED, JULY 5, 2005

                                     AN ACT

     1  Making an appropriation to the Trustees of Drexel University,
     2     Philadelphia.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  The sum of $6,731,000 $6,764,000 is hereby         <--
     6  appropriated to the Trustees of Drexel University, Philadelphia,
     7  for the fiscal year July 1, 2005, to June 30, 2006, for
     8  instruction and student aid.
     9     Section 2.  Payments to Drexel University on account of the
    10  appropriation provided in section 1 shall be made quarterly by
    11  the Secretary of Education on the basis of costs during the
    12  fiscal year and shall be conditioned on continuing authority for
    13  inclusion on the Board of Trustees of Drexel University of a
    14  minimum of five persons who are not elected officials and who
    15  are appointed by the Governor, the President pro tempore of the
    16  Senate, the Minority Leader of the Senate, the Speaker of the


     1  House of Representatives and the Minority Leader of the House of
     2  Representatives for terms of office coterminous with that of the
     3  respective appointing authority.
     4     Section 3.  The Drexel University shall provide full,
     5  complete and accurate information as may be required by the
     6  Department of Education or the chairman or the minority chairman
     7  of the Appropriations Committee of the Senate or the chairman or
     8  the minority chairman of the Appropriations Committee of the
     9  House of Representatives.
    10     Section 4.  Drexel University shall report its revenues and
    11  expenditures and present its financial statements in accordance
    12  with generally accepted accounting principles and procedures for
    13  educational institutions as set forth in the "Higher Education
    14  Finance Manual (1975)" and the "Commonwealth of Pennsylvania
    15  Budget Instructions for the State System of Higher Education,
    16  State-Related Universities and Non-State-Related Colleges and
    17  Universities."
    18     Section 5.  The Trustees of Drexel University shall report on
    19  forms provided by the Department of Education to the chairman
    20  and the minority chairman of the Appropriations Committee of the
    21  Senate and the chairman and minority chairman of the
    22  Appropriations Committee of the House of Representatives by
    23  September 30, 2006, on how State-appropriated funds were
    24  expended for fiscal year 2005-2006 to reduce the costs to
    25  Pennsylvania resident students or to provide services to
    26  Pennsylvania residents.
    27     Section 6.  This act shall take effect July 1, 2005, or
    28  immediately, whichever is later.
