AN ACT 1 Amending the act of February 1, 1966 (1965 P.L.1656, No.581), 2 entitled "An act concerning boroughs, and revising, amending 3 and consolidating the law relating to boroughs," further 4 providing for specific powers of borough. 5 The General Assembly of the Commonwealth of Pennsylvania 6 hereby enacts as follows: 7 Section 1. Section 1202 of the act of February 1, 1966 (1965 8 P.L.1656, No.581), known as The Borough Code, is amended by 9 adding a clause to read: 10 Section 1202. Specific Powers.--The powers of the borough 11 shall be vested in the corporate authorities. Among the specific 12 powers of the borough shall be the following, and in the 13 exercise of any of such powers involving the enactment of any 14 ordinance or the making of any regulation, restriction or 15 prohibition, the borough may provide for the enforcement thereof 16 and may prescribe penalties for the violation thereof or for the
1 failure to conform thereto: 2 * * * 3 (81) Appropriations to watershed associations. To 4 appropriate money to nonprofit watershed associations for 5 watersheds serving the borough. ANY MONEYS APPROPRIATED TO A <-- 6 NONPROFIT WATERSHED ASSOCIATION BY THE BOROUGH SHALL BE USED 7 ONLY FOR THE FOLLOWING PURPOSES: WETLAND RESTORATION; STREAM 8 BANK STABILIZATION; RIPARIAN BUFFER RESTORATION; WATERWAY 9 CLEANUP INVOLVING REMOVAL OF TRASH OR OTHER MANMADE DEBRIS 10 WITHIN THE WATERWAY; IMPROVEMENTS TO ELIMINATE ACID MINE 11 DRAINAGE IMPACTS; AND FOR EXPENSES DIRECTLY RELATED TO 12 ADMINISTRATION AND OPERATION, INCLUDING, BUT NOT LIMITED TO, 13 RENT AND OFFICE ITEMS. SUCH APPROPRIATIONS MAY NOT BE USED TO 14 UNDERTAKE LITIGATION AGAINST ANY MUNICIPAL CORPORATION OR TO 15 SEEK REDRESS AGAINST ANY INDIVIDUAL LANDOWNER. 16 Section 2.
