                                     AN ACT

     1  Establishing a uniform crime reporting system; requiring all
     2     county and municipal law enforcement agencies to report the
     3     nature and volume of crime occurring within the respective
     4     jurisdictions; and authorizing the Pennsylvania State Police
     5     to collect and gather information on crime, make annual
     6     reports and promulgate rules and regulations.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9  Section 1.  Short title.
    10     This act shall be known and may be cited as the Pennsylvania
    11  Uniform Crime Reporting Act.
    12  Section 2.  Establishment of uniform crime reporting system.
    13     (a)  Establishment.--A uniform crime reporting system shall
    14  be established under the direction, control and supervision of
    15  the Pennsylvania State Police.
    16     (b)  Standards.--At a minimum, the crime reporting system
    17  shall be consistent with the standards contained in the National
    18  Incident-based Reporting System operated by the Federal Bureau
    19  of Investigation and in 18 Pa.C.S. § 6111.1 (relating to


     1  Pennsylvania State Police).
     2     (c)  Power and duty of Pennsylvania State Police.--The
     3  Pennsylvania State Police shall have the power and duty, by such
     4  rules and regulations as the Pennsylvania State Police may deem
     5  necessary, to collect and gather the information from State,
     6  county and local law enforcement authorities as may be
     7  prescribed in this act.
     8  Section 3.  Collection of information.
     9     The Pennsylvania State Police shall collect, gather, collate
    10  and disseminate the information acquired under this act.
    11  Section 4.  Monthly reports.
    12     All State, county and local law enforcement authorities shall
    13  submit a monthly report to the Pennsylvania State Police, on
    14  forms prescribed by the Pennsylvania State Police, which report
    15  shall contain the number and nature of offenses committed within
    16  their respective jurisdictions, the disposition of such matters
    17  and such other information as the Pennsylvania State Police may
    18  require, respecting information relating to the cause and
    19  prevention of crime, recidivism, the rehabilitation of criminals
    20  and the proper administration of criminal justice.
    21  Section 5.  Compilation of statistics.
    22     Upon receipt of the information, the Pennsylvania State
    23  Police shall have such data collated and formulated and shall
    24  compile such statistics as the Pennsylvania State Police may
    25  deem necessary in order to present a proper classification and
    26  analysis of the volume and nature of crime and the
    27  administration of criminal justice within this Commonwealth.
    28  Section 6.  Annual report.
    29     The Pennsylvania State Police shall render an annual report
    30  of the results of the information gathered and collated to the

     1  Governor, the General Assembly, the Attorney General and the
     2  public.
     3  Section 7.  Effective date.
     4     This act shall take effect January 1, 2004.
