                                     AN ACT

     1  Amending Title 18 (Crimes and Offenses) of the Pennsylvania
     2     Consolidated Statutes, providing for obstructing emergency
     3     and military vehicles.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Title 18 of the Pennsylvania Consolidated
     7  Statutes is amended by adding sections to read:
     8  § 5113.  Obstructing emergency vehicles.
     9     (a)  Offense defined.--A person commits:
    10         (1)  A misdemeanor of the first degree if he knowingly
    11     impedes, obstructs or interferes with the passage of an
    12     emergency vehicle.
    13         (2)  Involuntary manslaughter if he knowingly impedes,
    14     obstructs or interferes with the passage of an emergency
    15     vehicle and his impedance, obstruction or interference
    16     results in the death of a member of the public.
    17     (b)  Definitions.--As used in this section, the following
    18  words and phrases shall have the meanings given to them in this

     1  subsection:
     2     "Emergency vehicle."  An emergency vehicle as defined in 75
     3  Pa.C.S. § 102 (relating to definitions) that is responding to an
     4  emergency call and is making use of an audible signal and visual
     5  signals meeting the requirements and standards set forth in
     6  regulations adopted by the Department of Transportation.
     7  § 5114.  Obstructing military vehicles.
     8     A person commits a misdemeanor of the first degree if he
     9  knowingly impedes, obstructs or interferes with the passage of a
    10  marked military vehicle.
    11     Section 2.  This act shall take effect in 60 days.
