                                     AN ACT

     1  Establishing a multijurisdictional law enforcement drug task
     2     force for the purpose of preventing the entry of illegal
     3     drugs into Pennsylvania and preventing the movement of
     4     illegal drugs from place to place in Pennsylvania; and
     5     providing for the powers and duties of the Pennsylvania State
     6     Police.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9  Section 1.  Short title.
    10     This act shall be known and may be cited as the Drug Task
    11  Force Act.
    12  Section 2.  Drug task force established.
    13     The Pennsylvania State Police shall establish a
    14  multijurisdictional law enforcement drug task force with the
    15  specific purpose of preventing the entry of illegal drugs into
    16  and preventing the movement of illegal drugs from place to place
    17  in Pennsylvania. The task force shall:
    18         (1)  Conduct investigations focused on preventing the:
    19             (i)  Entry of drugs into Pennsylvania through
    20         seaports, airports, train and bus stations, highways and

     1         other points of entry.
     2             (ii)  Movement of illegal drugs from place to place
     3         in Pennsylvania, including, but not limited to, the use
     4         of the interstate highway system to transport the illegal
     5         drugs.
     6         (2)  Work with the United States Postal Service and
     7     private parcel post companies to prevent the shipment of
     8     illegal drugs into and the movement of illegal drugs from
     9     place to place in Pennsylvania.
    10         (3)  Assist other law enforcement agencies in the
    11     prosecution of crimes uncovered through investigations
    12     conducted by the task force.
    13  Section 3.  Drug task force membership.
    14     The Pennsylvania State Police shall enter into agreements
    15  with the Office of Attorney General and other law enforcement
    16  agencies both within and without Pennsylvania, to serve on the
    17  task force and to cooperate with the Pennsylvania State Police
    18  in investigating activities relating to the entry of illegal
    19  drugs into and the movement of illegal drugs from place to place
    20  in Pennsylvania.
    21  Section 4.  Powers and duties of Pennsylvania State Police.
    22     For the purpose of preventing the entry of illegal drugs into
    23  Pennsylvania, the Pennsylvania State Police shall have the
    24  following powers and duties:
    25         (1)  Establish and supervise a multijurisdictional law
    26     enforcement drug task force as provided for in sections 2 and
    27     3.
    28         (2)  Coordinate the activities of the drug task force
    29     with the activities of other investigative and prosecutory
    30     law enforcement agencies.

     1         (3)  Direct and supervise the formulation of drug task
     2     force policies and operating procedures.
     3         (4)  Provide any necessary training for drug task force
     4     members to encourage task force operation as a coordinated
     5     unit.
     6         (5)  Administer any Federal, State, local or private
     7     appropriations or grant funds made available for the
     8     operation of the task force.
     9  Section 5.  Effective date.
    10     This act shall take effect immediately.
