           HARHAI, HERSHEY, JAMES, LEACH, MUNDY, PALLONE, SCAVELLO,
           STABACK, TRUE, WILLIAMS, BASTIAN, BOYD, CRAHALLA, DALEY,
           DiGIROLAMO, FRANKEL, GOODMAN, HENNESSEY, HORSEY, LAUGHLIN,

        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           NOVEMBER 9, 2004

                                  A RESOLUTION

     1  Recognizing the dangers of minors entering Internet chat rooms
     2     and the need for parents and caregivers to properly supervise
     3     the online activity of their children.

     4     WHEREAS, The National Center for Missing and Exploited
     5  Children (NCMEC) reports that many pedophiles pose as teenagers
     6  in Internet chat rooms; and
     7     WHEREAS, Predators often seek out lonely, troubled kids who
     8  go online looking for a friend; and
     9     WHEREAS, There have been a number of highly publicized cases
    10  of abuse involving computers, but many of these cases go
    11  unreported; and
    12     WHEREAS, Parents and caregivers should take an active role in
    13  their children's Internet activities and educate children about
    14  the risks of Internet use; and
    15     WHEREAS, Children must learn about the risk of revealing


     1  identifying information to other individuals in an Internet chat
     2  room; and
     3     WHEREAS, Children must learn that participants in online
     4  activities may not be who they seem and that information
     5  exchanged or viewed online may not be true; therefore be it
     6     RESOLVED, That the House of Representatives recognize the
     7  dangers of minors entering Internet chat rooms and make a
     8  concerted effort to raise awareness of the need to properly
     9  educate our children about the risks associated with chat rooms
    10  and the Internet in general.
