                                  A RESOLUTION

     1  Memorializing the Congress of the United States to reinstate in
     2     the Federal budget the $58 million in funding for Operation
     3     Weed and Seed.

     4     WHEREAS, Operation Weed and Seed is a United States
     5  Department of Justice community-based initiative utilizing a
     6  multiagency approach to law enforcement, crime prevention and
     7  community revitalization; and
     8     WHEREAS, Operation Weed and Seed aims to prevent, control and
     9  reduce violent crime, drug abuse and gang activity in designated
    10  high-crime neighborhoods across the country; and
    11     WHEREAS, A two-pronged strategy of crime control and
    12  prevention consists of law enforcement agencies and local
    13  prosecutors "weeding out" criminals from an area and "seeding"
    14  it through prevention, intervention, treatment and neighborhood
    15  revitalization services; and

     1     WHEREAS, During fiscal year 2001-2002, approximately 270
     2  communities utilized funding from the Executive Office for
     3  Operation Weed and Seed; and
     4     WHEREAS, Federal Operation Weed and Seed funds have been
     5  important in revitalization and helping communities spread
     6  resources; and
     7     WHEREAS, Operation Weed and Seed remains one of the most
     8  cost-effective national strategies for developing strong
     9  partnerships among public law enforcement agencies, community
    10  organizations and local residents in urban and rural areas; and
    11     WHEREAS, Residents perceive their neighborhoods to be
    12  significantly safer, with less violent crime and greater police
    13  effectiveness; therefore be it
    14     RESOLVED, That the House of Representatives of the
    15  Commonwealth of Pennsylvania memorialize the Congress to
    16  reinstate in the Federal budget the $58 million in funding for
    17  Operation Weed and Seed; and be it further
    18     RESOLVED, That copies of this resolution be transmitted to
    19  the presiding officers of each house of Congress and to each
    20  member of Congress from Pennsylvania.
