HOUSE RESOLUTION

No. 856 Session of 2004


        INTRODUCED BY STEIL, ARMSTRONG, RUBLEY, SCHRODER AND DALLY,
           OCTOBER 4, 2004

        REFERRED TO COMMITTEE ON LABOR RELATIONS, OCTOBER 4, 2004

                                  A RESOLUTION

     1  Directing the Labor Relations Committee and the Finance
     2     Committee to jointly review the unemployment compensation tax
     3     and to provide a joint report on findings and recommendations
     4     to the House of Representatives.

     5     WHEREAS, The General Assembly has made great strides over the
     6  past decade to reduce burdensome taxes and regulations on
     7  businesses and employers in this Commonwealth; and
     8     WHEREAS, The unemployment compensation tax, while necessary
     9  and important for a healthy State economy, is a complex formula
    10  containing a myriad of factors and adjustments whose overall
    11  impact on individual businesses and industries is unclear; and
    12     WHEREAS, Navigating and understanding the unemployment
    13  compensation tax formula is particularly daunting to the small
    14  and independent businesses in this Commonwealth which represent
    15  98% of the State's employers; therefore be it
    16     RESOLVED, That the Labor Relations Committee and the Finance
    17  Committee jointly review the unemployment compensation tax
    18  system relating to the distribution of charges to employers and


     1  the adjustments based on experience rating; and be it further
     2     RESOLVED, That the Labor Relations Committee and the Finance
     3  Committee investigate possible revisions to the unemployment
     4  compensation tax formula, including examining methods employed
     5  in other states; and be it further
     6     RESOLVED, That the Labor Relations Committee and the Finance
     7  Committee have the authority to hold public hearings at any
     8  place deemed appropriate to gather facts and determine if
     9  legislation is necessary; and be it further
    10     RESOLVED, That the Labor Relations Committee and the Finance
    11  Committee provide a joint report on findings and recommendations
    12  to the House of Representatives by November 30, 2004.
