        REFERRED TO COMMITTEE ON EDUCATION, JUNE 16, 2004

                                  A RESOLUTION

     1  Memorializing the Congress and the President of the United
     2     States to restore cuts in education funding and to fully fund
     3     the No Child Left Behind Act of 2001.

     4     WHEREAS, On January 8, 2002, President George W. Bush signed
     5  the No Child Left Behind Act of 2001; and
     6     WHEREAS, The No Child Left Behind Act of 2001 holds public
     7  schools accountable for their annual progress or lack thereof;
     8  and
     9     WHEREAS, The No Child Left Behind Act of 2001 provides
    10  penalties for schools that fail to achieve adequate yearly
    11  progress as defined in the No Child Left Behind Act of 2001; and
    12     WHEREAS, The failure of the Bush administration and Congress
    13  to fully fund the No Child Left Behind Act of 2001 creates an
    14  underfunded Federal mandate; and
    15     WHEREAS, Requiring the use of State education funds to


     1  support federally mandated programs creates further strain on
     2  Pennsylvania's property owners, whose property taxes fund public
     3  education in Pennsylvania; and
     4     WHEREAS, In President Bush's proposed 2004-2005 budget,
     5  Pennsylvania is among 11 states receiving less money than in
     6  fiscal year 2003-2004; and
     7     WHEREAS, The House of Representatives of the Commonwealth of
     8  Pennsylvania recognizes that given Pennsylvania's current
     9  economic condition our Commonwealth can ill afford to pay for
    10  the Bush administration's education proposals; therefore be it
    11     RESOLVED, That the House of Representatives of the
    12  Commonwealth of Pennsylvania call upon the Congress and the
    13  President of the United States to restore cuts in education
    14  funding and fully fund the No Child Left Behind Act of 2001; and
    15  be it further
    16     RESOLVED, That copies of this resolution be transmitted to
    17  President George W. Bush, the Honorable Rod Paige, United States
    18  Secretary of Education, the presiding officers of each house of
    19  Congress and to each member of Congress from Pennsylvania.
