        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           JUNE 8, 2004

                                  A RESOLUTION

     1  Congratulating State College Borough for being listed by Forbes
     2     Magazine as one of the Top Ten small towns in America to do
     3     business.

     4     WHEREAS, State College Borough--the home of The Pennsylvania
     5  State University--located in Centre County, was listed by Forbes
     6  Magazine as one of the Top Ten small towns in America to do
     7  business; and
     8     WHEREAS, Forbes Magazine ranked State College as the ninth-
     9  best "smaller metro" area in which to start a career or business
    10  in its May 2004 edition; and
    11     WHEREAS, The national assessment rated 318 metropolitan areas
    12  on various criteria, including the cost of doing business, the
    13  number of doctorates per capita, education levels, job growth,

     1  income growth, the crime rate, the cost of doing business and
     2  the cost of living. Smaller metro areas were defined as those
     3  with populations under 335,000; and
     4     WHEREAS, The metropolitan area ranked second among the
     5  smaller metros, 128 metros were considered, in the number of
     6  advanced degree holders per 100,000 people, and had the second-
     7  lowest crime rate; and
     8     WHEREAS, The Centre County region has such a positive
     9  attitude toward entrepreneurial efforts; and
    10     WHEREAS, Among the groups whose members devote time to help
    11  start-up businesses are agencies such as the chamber of
    12  commerce, The Pennsylvania State University and the Senior Corps
    13  of Retired Executives; therefore be it
    14     RESOLVED, That the House of Representatives congratulate
    15  State College Borough on its recent listing in Forbes Magazine.
