        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           APRIL 12, 2004

                                  A RESOLUTION

     1  Designating the month of May as "Foster Grandparent Program
     2     Month" in Pennsylvania.

     3     WHEREAS, The Foster Grandparent Program began on August 28,
     4  1965, under the Office of Economic Opportunity; and
     5     WHEREAS, The Foster Grandparent Program permits persons over
     6  60 years of age with limited incomes to engage in
     7  intergenerational volunteer service that meets critical
     8  community needs; and
     9     WHEREAS, The Foster Grandparent Program serves children under
    10  21 years of age who have special requirements, including
    11  children who are mentally or physically challenged, juvenile
    12  delinquents and children who are abused, neglected, learning-


     1  disabled or come from a low-income family background; and
     2     WHEREAS, The Foster Grandparent Program enables participating
     3  children to improve their physical, mental, emotional and social
     4  development and attain educational goals through tutoring,
     5  mentoring, counseling and other personal support services; and
     6     WHEREAS, The Foster Grandparent Program greatly enriches the
     7  lives of the children as well as the adult volunteers; and
     8     WHEREAS, The Foster Grandparent Program has grown from a few
     9  programs in several states to 385 programs in all 50 states, the
    10  District of Columbia, the Commonwealth of Puerto Rico and the
    11  Virgin Islands; and
    12     WHEREAS, The Foster Grandparent Program has over 30,000
    13  volunteers and serves more than 275,000 children annually;
    14  therefore be it
    15     RESOLVED, That the House of Representatives recognize and
    16  commend the immeasurable contributions of the Foster Grandparent
    17  Program and its volunteers in this Commonwealth; and be it
    18  further
    19     RESOLVED, That the House of Representatives designate the
    20  month of May as "Foster Grandparent Program Month" in
    21  Pennsylvania.
