        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           MARCH 31, 2004

                                  A RESOLUTION

     1  Designating the month of April 2004 as "Pennsylvania Community
     2     College Month."

     3     WHEREAS, The Community College Act of 1963 was signed by
     4  Governor William Scranton on August 23, 1963, making 2004 the
     5  40th anniversary of the community college system; and
     6     WHEREAS, The first community college in this Commonwealth was
     7  founded and opened its doors in Harrisburg in 1964; and
     8     WHEREAS, The 14 community colleges in this Commonwealth
     9  currently have more than 362,000 students enrolled in diverse
    10  educational, cultural and self-development programs; and
    11     WHEREAS, Community colleges in this Commonwealth have
    12  educated more than 1.85 million Pennsylvanians over the past 40
    13  years; and


     1     WHEREAS, Community colleges provide two-year liberal arts
     2  curricula leading to associate degrees or transfer to four-year
     3  institutions; degree and certificate programs in technical,
     4  vocational and occupational curricula; public safety training;
     5  and remedial and basic skills development; and
     6     WHEREAS, Community colleges work in pivotal roles with
     7  business and industry, training and retraining students for
     8  current and emerging job markets; and
     9     WHEREAS, Community colleges provide students and area
    10  residents access to the most convenient and cost-effective
    11  educational opportunities available and open their campuses to
    12  embrace the communities they serve; therefore be it
    13     RESOLVED, That, in special recognition of the 40th
    14  anniversary of community colleges in this Commonwealth and their
    15  exemplary role in the lives of students and residents of this
    16  Commonwealth, the House of Representatives designate the month
    17  of April 2004 as "Pennsylvania Community College Month" and
    18  encourage all citizens to recognize, appreciate and support the
    19  contributions these institutions make to their communities and
    20  our Commonwealth.
