        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           NOVEMBER 10, 2003

                                  A RESOLUTION

     1  Designating November 19, 2003, as "Geographic Information
     2     Systems (GIS) Day" in Pennsylvania.

     3     WHEREAS, Pennsylvania's diverse geography has played a
     4  defining role in the settlement, history, culture and political
     5  heritage of this Commonwealth; and
     6     WHEREAS, An understanding of geographic concepts and
     7  influences is essential to balancing wise use of the
     8  Commonwealth's natural resources, economic prosperity and the
     9  general health and welfare of the Commonwealth's citizens; and
    10     WHEREAS, Geographic information includes a variety of data
    11  about locations, boundaries, spatial layout and other geographic
    12  features that identify and describe street addresses, political,
    13  school district and zoning boundaries, natural and environmental


     1  resources, transportation networks, census tracts, centers of
     2  economic activity and a range of other key information; and
     3     WHEREAS, The use of geographic information fosters greater
     4  understanding of real-world economic, health, environmental,
     5  transportation and other trends and relationships that lead to
     6  better decisions and improved delivery of services by all levels
     7  of government, business enterprises, nonprofit organizations and
     8  educational institutions; and
     9     WHEREAS, A collaborative effort among local governments, the
    10  private sector, academia and Federal and State agencies is
    11  essential to establish the uniform standards, interoperable
    12  systems and core data layers needed to fully realize the value
    13  of GIS for decision making of all kinds; and
    14     WHEREAS, Citizens throughout the nation recognize the week of
    15  November 16 through 22, 2003, as "National Geography Awareness
    16  Week"; therefore be it
    17     RESOLVED, That the House of Representatives designate
    18  November 19, 2003, as "Geographic Information Systems (GIS) Day"
    19  in Pennsylvania.
