A RESOLUTION 1 Memorializing the Southeast Pennsylvania Transportation 2 Authority to honor the intent and requirements of the Railway 3 Labor Act relating to the freedom of newly hired employees to 4 join the union of their choice. 5 WHEREAS, The Southeast Pennsylvania Transportation Authority 6 (SEPTA) receives hundreds of millions of dollars in State grants 7 annually; and 8 WHEREAS, The Commonwealth has a direct interest in the 9 efficient operation of this major transportation authority and 10 its work force management; and 11 WHEREAS, The current equity agreement among representative 12 mechanics and cleaners unions allows SEPTA to assign newly hired 13 employees to one of four unions without any input from the 14 individual; and 15 WHEREAS, Section 152 of the Railway Labor Act states that a 16 carrier shall not deny or in any way question the right of 17 employees to join, organize or assist in organizing the labor 18 organization of their choice and shall not influence or coerce
1 employees in an effort to induce them to join or remain or not 2 join or remain members of any labor organization; therefore be 3 it 4 RESOLVED, That the House of Representatives memorialize the 5 Southeast Pennsylvania Transportation Authority to abide by the 6 intent and requirements of the Railway Labor Act and permit 7 newly hired employees to join the union of their choice which 8 represents a particular craft or classification.
