AS REPORTED FROM COMMITTEE ON INTERGOVERNMENTAL AFFAIRS, HOUSE OF REPRESENTATIVES, AS AMENDED, MARCH 30, 2004
A RESOLUTION 1 Asking Congress to give priority to the passage of the defense 2 appropriations bill. 3 WHEREAS, The security of our nation and people is the first 4 and foremost obligation of the Federal Government; and 5 WHEREAS, The men and women of our armed forces serving in the 6 Army, Navy, Air Force, Marine Corps, Coast Guard, Merchant 7 Marine, National Guard and Reserves have shown great courage and 8 self-sacrifice and deserve to be equipped with the best weapons 9 and resources to protect our nation; and 10 WHEREAS, In past years politicians have delayed passing the 11 defense appropriations bill until late in the budget year so 12 that the defense appropriations bill was misused as a dumping 13 ground for pork-barrel spending and as a political hostage to 14 pork-barrel spending in other appropriations bills; and 15 WHEREAS, In the wake of the terrorist attacks on September
1 11, 2001, the President has asked that the Congress of the 2 United States pass the defense appropriations bill before 3 passing other spending bills; and 4 WHEREAS, Congress acted responsibly in spring 2002 FISCAL <-- 5 YEARS 2002 AND 2003 when it passed the defense appropriations 6 bill first, protecting the men and women of our armed forces 7 from becoming political pawns for politicians' spending 8 maneuvers; therefore be it 9 RESOLVED, That the House of Representatives of the 10 Commonwealth of Pennsylvania commend Congress for making our 11 nation's defense its first priority in 2002 FISCAL YEARS 2002 <-- 12 AND 2003 and request Congressmen and Senators from Pennsylvania 13 to continue this policy by passing defense appropriations 14 legislation before all other spending bills in 2003 and in the <-- 15 future. 2004 AND IN THE FUTURE; AND BE IT FURTHER <-- 16 RESOLVED, THAT COPIES OF THIS RESOLUTION BE TRANSMITTED TO 17 THE PRESIDING OFFICERS OF EACH HOUSE OF CONGRESS AND TO EACH 18 MEMBER OF CONGRESS FROM PENNSYLVANIA.
