HOUSE RESOLUTION

No. 18 Session of 2003


        INTRODUCED BY THOMAS, TIGUE, MARKOSEK, MANDERINO, MYERS, MELIO,
           BAKER, BELARDI, CRUZ, DALEY, DeLUCA, GEORGE, HERMAN,
           LAUGHLIN, SOLOBAY, TANGRETTI, WATERS AND YOUNGBLOOD,
           JANUARY 29, 2003

        REFERRED TO COMMITTEE ON RULES, JANUARY 29, 2003

                                  A RESOLUTION

     1  Establishing the Statewide Technology and Electronic Commerce
     2     Advisory Council and Committee on Information Technology and
     3     Electronic Commerce and providing for their powers and
     4     duties.

     5     WHEREAS, The House of Representatives is continually
     6  confronted with the many complex issues that surround the
     7  development and application of information technology electronic
     8  commerce in various sectors of public policy; and
     9     WHEREAS, It is incumbent upon the House of Representatives to
    10  provide its individual members, staff and committees with a
    11  resource to assist in evaluating public policy issues
    12  encompassing information technology and electronic commerce; and
    13     WHEREAS, The House of Representatives can convene major
    14  leaders of business and labor, representatives from the
    15  executive and judicial branches of government and appointees
    16  from legislative staffs and agencies, the Office of Attorney
    17  General, the Office of Auditor General, the Office of State
    18  Treasurer, major regulatory agencies and academe as a resource

     1  for the exploration of public policy issues impacted by
     2  information technology and electronic commerce; therefore be it
     3     RESOLVED, That the House of Representatives establish the
     4  Statewide Technology and Electronic Commerce Advisory Council
     5  and Committee on Information Technology and Electronic Commerce
     6  to provide the House of Representatives with an independent,
     7  nonpartisan source of information and advice on information
     8  technology and electronic commerce and to focus and report on
     9  technology developments and initiatives; and be it further
    10     RESOLVED, That the Statewide Technology and Electronic
    11  Commerce Advisory Council shall consist of a representative of
    12  the Office for Information Technology within the Office of
    13  Administration appointed by the Governor, a representative of
    14  the Auditor General appointed by the Auditor General, a
    15  representative of the State Treasurer appointed by the State
    16  Treasurer, a representative of the Attorney General appointed by
    17  the Attorney General, a representative of the Pennsylvania
    18  Public Utility Commission appointed by the chair of the
    19  Pennsylvania Public Utility Commission, a representative of the
    20  Pennsylvania Supreme Court appointed by the court, the Chief
    21  Clerk of the House of Representatives, the chair of the
    22  Legislative Data Processing Committee, the director of the
    23  Legislative Reference Bureau, the executive director of the
    24  Legislative Office for Research Liaison (LORL), the Computer
    25  Services/Information Technology directors from each of the two
    26  caucuses, one member appointed by each of the two caucus floor
    27  leaders, a member chosen by the Pennsylvania Association of
    28  Colleges and Universities (PACU) and a member chosen by the
    29  Association of Community Colleges; and be it further
    30     RESOLVED, That the objectives of the Statewide Technology and

     1  Electronic Commerce Advisory Council shall be to bring diversity
     2  of public and private sector perspectives to bear on information
     3  technology and electronic commerce issues before the
     4  Commonwealth, to promote proactive discussion of emergent issues
     5  in information technology and electronic commerce as they may
     6  affect both the Commonwealth and the operations of the House of
     7  Representatives, to identify, examine and assess alternative
     8  approaches to dealing with the issues identified, together with
     9  analysis of the pros and cons of each, to provide testimony,
    10  written analysis, counsel and advice to the members and staff of
    11  the Intergovernmental Affairs Committee of the House of
    12  Representatives and to organize briefings, workshops and
    13  conferences upon request by the Committee on Information
    14  Technology and Electronic Commerce; and be it further
    15     RESOLVED, That each member shall serve for the duration of a
    16  two-year legislative session or until replaced; and be it
    17  further
    18     RESOLVED, That the appointee of the Majority Leader of the
    19  House of Representatives shall be chair and the appointee of the
    20  Minority Leader of the House of Representatives shall be vice
    21  chair during the 2003 and 2004 legislative session of the House
    22  of Representatives, and the chair and vice chair shall alternate
    23  in subsequent sessions of the House of Representatives between
    24  the appointee of the Majority Leader and the appointee of the
    25  Minority Leader of the House of Representatives beginning with
    26  the 2005 and 2006 legislative session of the House of
    27  Representatives; and be it further
    28     RESOLVED, That the Statewide Technology and Electronic
    29  Commerce Advisory Council shall be assisted by the Committee on
    30  Information Technology and Electronic Commerce, which is hereby

     1  established, comprised of the majority and minority chairs of
     2  the subcommittee on Information Technology of the
     3  Intergovernmental Affairs Committee of the House of
     4  Representatives; and be it further
     5     RESOLVED, That the committee shall schedule and convene the
     6  meetings of the council and shall adopt such rules governing the
     7  organization and proceedings of the committee as deemed
     8  appropriate; and be it further
     9     RESOLVED, That any member of the committee may request the
    10  council to consider and assess topics related to information
    11  technology and electronic commerce of interest to that member;
    12  and be it further
    13     RESOLVED, That the committee shall adopt such rules governing
    14  the organization and proceedings of the council as it deems
    15  appropriate; and be it further
    16     RESOLVED, That this resolution shall take effect immediately.
