AN ACT 1 Making appropriations to the Thomas Jefferson University, 2 Philadelphia. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. (a) The sum of $5,282,000 $5,322,000 is hereby <-- 6 appropriated to the Thomas Jefferson University, Philadelphia, 7 for the fiscal year July 1, 2004, to June 30, 2005, for 8 instruction in the Doctor of Medicine program. 9 (b) The sum of $4,006,000 $4,035,000 is hereby appropriated <-- 10 to the Thomas Jefferson University, Philadelphia, for the fiscal 11 year July 1, 2004, to June 30, 2005, for the general maintenance 12 of the Thomas Jefferson University, including the College of 13 Allied Health Sciences, student aid and Children's Heart 14 Hospital. 15 (c) The sum of $49,000 is hereby appropriated to the 16 Trustees of Jefferson Medical College and Hospital,
1 Philadelphia, for the fiscal year July 1, 2004, to June 30, 2 2005, for a comprehensive program relating to persons with Tay- 3 Sachs disease. 4 Section 2. (a) Payments to the Thomas Jefferson University 5 on account of the appropriations provided in section 1(a) and 6 (b) shall be made quarterly by the Secretary of Education on the 7 basis of costs during the fiscal year and shall be conditioned 8 on continuing authority for inclusion on the Board of Trustees 9 of the Thomas Jefferson University of a minimum of five 10 individuals who are not elected officials and who are appointed, 11 one each, by the Governor, the President pro tempore of the 12 Senate, the Minority Leader of the Senate, the Speaker of the 13 House of Representatives and the Minority Leader of the House of 14 Representatives, for terms of office coterminous with that of 15 their appointing authority; and shall be further conditioned on 16 these appointees receiving full voting rights as members of the 17 board of trustees. The legislative appointee under this 18 subsection with the most seniority on the board must be a member 19 of the executive committee of the board. THE LEGISLATIVE <-- 20 APPOINTEE WHO IS SECOND MOST SENIOR ON THE BOARD MUST BE A 21 MEMBER OF THE FINANCE COMMITTEE OF THE BOARD. THE LEGISLATIVE 22 APPOINTEE WHO IS ON THE EXECUTIVE COMMITTEE SHALL, WITHIN TWO 23 WEEKS OF EACH EXECUTIVE COMMITTEE MEETING, SEND EACH LEGISLATIVE 24 APPOINTEE TO THE BOARD A WRITTEN SUMMARY OF THE MEETING. 25 (b) The Thomas Jefferson University shall provide full, 26 complete and accurate information as may be required by the 27 Department of Education or the chairman or the minority chairman 28 of the Appropriations Committee of the Senate or the chairman or 29 the minority chairman of the Appropriations Committee of the 30 House of Representatives. 20040H2537B4304 - 2 -
1 (c) The Thomas Jefferson University shall report its 2 revenues and expenditures and present its financial statements 3 in accordance with generally accepted accounting principles and 4 procedures for educational institutions as set forth in the 5 "Higher Education Finance Manual (1975)" and the "Commonwealth 6 of Pennsylvania Budget Instructions for the State System of 7 Higher Education, State-Related Universities and Non-State- 8 Related Colleges and Universities." 9 (d) The trustees of the Thomas Jefferson University shall 10 report on forms provided by the Department of Education to both 11 the chairman and minority chairman of the Appropriations 12 Committee of the Senate and the chairman and minority chairman 13 of the Appropriations Committee of the House of Representatives 14 by September 30, 2005, on how State-appropriated funds were 15 expended for fiscal year 2004-2005 to reduce the costs to 16 Pennsylvania resident students or to provide services to 17 Pennsylvania residents. 18 Section 3. (a) Payment to Jefferson Medical College and 19 Hospital on account of the appropriation relating to Tay-Sachs 20 disease as provided for in section 1(c) shall be made by the 21 Secretary of Health in equal quarterly payments and shall be 22 conditioned upon a program which shall include the detection of 23 Tay-Sachs disease in the community, counseling of individuals 24 and families, education of the public, coordination of research 25 into the treatment for Tay-Sachs disease and the expansion of 26 genetic diagnostic services and treatment of persons with the 27 disease. 28 (b) Jefferson Medical College and Hospital shall provide 29 full, complete and accurate information as may be required by 30 the Department of Health or the chairman or the minority 20040H2537B4304 - 3 -
1 chairman of the Appropriations Committee of the Senate or the 2 chairman or the minority chairman of the Appropriations 3 Committee of the House of Representatives. 4 Section 4. This act shall take effect July 1, 2004, or 5 immediately, whichever is later. B3L84RZ/20040H2537B4304 - 4 -
