                                     AN ACT

     1  Amending Title 53 (Municipalities Generally) of the Pennsylvania
     2     Consolidated Statutes, further providing for form and
     3     adoption of budget in cities of the second class.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 3016 of Title 53 of the Pennsylvania
     7  Consolidated Statutes is amended to read:
     8  § 3016.  Form and adoption of budget.
     9     (a)  General rule.--The budget shall be in the form required
    10  by council and shall have appended to it a detailed analysis of
    11  the various items of expenditure and revenue. The budget as
    12  submitted and adopted shall be balanced. Council may reduce any
    13  item or items in the executive's (mayor's) budget by a vote of a
    14  majority of the council, but an increase in any item or items
    15  therein shall become effective only upon an affirmative vote of
    16  a majority plus one of the members of council. Council shall,
    17  upon the introduction of the proposed budget, fix a date for
    18  adoption which shall except as otherwise provided be not later

     1  than December 31 immediately following.
     2     (b)  Second class cities.--A balanced budget of a city of the
     3  second class and any authority having board members appointed by
     4  any elected official of a city of the second class shall not
     5  include projected revenue that in order to be collected requires
     6  the enactment by the General Assembly of new taxing powers.
     7     Section 2.  This act shall take effect immediately.
