AS AMENDED ON THIRD CONSIDERATION, HOUSE OF REPRESENTATIVES, JUNE 25, 2003
AN ACT 1 Making an appropriation to the University of the Arts, 2 Philadelphia, for instruction and student aid. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. The sum of $1,122,000 is hereby appropriated to 6 the University of the Arts, Philadelphia, for the fiscal year 7 July 1, 2003, to June 30, 2004, for instruction and student aid. 8 Section 2. Payments to the University of the Arts on account 9 of the appropriation provided in section 1 shall be made by the 10 Secretary of Education in equal quarterly payments. 11 Section 3. The University of the Arts shall provide full, 12 complete and accurate information as may be required by the 13 Department of Education or the chairman or the minority chairman 14 of the Appropriations Committee of the Senate or the chairman or 15 the minority chairman of the Appropriations Committee of the 16 House of Representatives. 17 Section 4. The University of the Arts shall report its
1 revenues and expenditures and present its financial statement in
2 accordance with generally accepted accounting principles and
3 procedures for educational institutions as set forth in the
4 "Higher Education Finance Manual (1975)" and the "Commonwealth
5 of Pennsylvania Budget Instructions for the State System of
6 Higher Education, State-Related Universities and Non-State-
7 Related Colleges and Universities."
8 Section 5. The Trustees of the University of the Arts of
9 Philadelphia shall report on forms provided by the Department of
10 Education to both the chairman and minority chairman of the
11 Appropriations Committee of the Senate and the chairman and the
12 minority chairman of the Appropriations Committee of the House
13 of Representatives by September 30, 2004, on how State-
14 appropriated funds were expended for fiscal year 2003-2004 to
15 reduce the costs to Pennsylvania resident students or to provide
16 services to Pennsylvania residents.
17 SECTION 6. ANY MONEYS APPROPRIATED BY THIS ACT THAT ARE <--
18 APPLIED ON AN INDIVIDUAL BASIS TO STUDENTS, INCLUDING, BUT NOT
19 LIMITED TO, STUDENT FINANCIAL ASSISTANCE, SHALL BE APPLIED IN
20 SUCH A MANNER THAT 75% OF THE APPROPRIATED FUNDS ARE USED FOR
21 STUDENTS WHO ARE RESIDENTS OF THIS COMMONWEALTH.
22 Section 6 7. This act shall take effect July 1, 2003, or <--
23 immediately, whichever is later.
