AS AMENDED ON THIRD CONSIDERATION, IN SENATE, DECEMBER 19, 2003
AN ACT 1 Making appropriations to the Thomas Jefferson University, 2 Philadelphia. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. (a) The sum of $5,282,000 is hereby appropriated 6 to the Thomas Jefferson University, Philadelphia, for the fiscal 7 year July 1, 2003, to June 30, 2004, for instruction in the 8 Doctor of Medicine program. 9 (b) The sum of $3,847,000 is hereby appropriated to the 10 Thomas Jefferson University, Philadelphia, for the fiscal year 11 July 1, 2003, to June 30, 2004, for the general maintenance of 12 the Thomas Jefferson University, including the College of Allied 13 Health Sciences, student aid and Children's Heart Hospital. 14 (c) The sum of $49,000 is hereby appropriated to the 15 Trustees of Jefferson Medical College and Hospital, 16 Philadelphia, for the fiscal year July 1, 2003, to June 30, 17 2004, for a comprehensive program relating to persons with Tay-
1 Sachs disease. 2 (d) As a condition of receiving its appropriation under this <-- 3 act, on or after January 1, 2004, the medical school shall, when 4 accepting first-year students for the next term, set aside 5% of 5 the total number of admissions for students who agree that upon 6 receipt of their medical license, they will engage in the 7 practice of medicine for a period of four years in an area 8 within this Commonwealth termed as medically underserved or in a 9 primary care health professional shortage area as reported by 10 the Department of Health. 11 Section 2. (a) Payments to the Thomas Jefferson University 12 on account of the appropriations provided in section 1(a) and 13 (b) shall be made quarterly by the Secretary of Education on the 14 basis of costs during the fiscal year and shall be conditioned 15 on continuing authority for inclusion on the Board of Trustees 16 of the Thomas Jefferson University of a minimum of five 17 individuals who are not elected officials and who are appointed, 18 one each, by the Governor, the President pro tempore of the 19 Senate, the Minority Leader of the Senate, the Speaker of the 20 House of Representatives and the Minority Leader of the House of 21 Representatives, for terms of office coterminous with that of 22 their appointing authority; and shall be further conditioned on 23 these appointees receiving full voting rights as members of the 24 board of trustees. THE LEGISLATIVE APPOINTEE UNDER THIS <-- 25 SUBSECTION WITH THE MOST SENIORITY ON THE BOARD MUST BE A MEMBER 26 OF THE EXECUTIVE COMMITTEE OF THE BOARD. 27 (b) The Thomas Jefferson University shall provide full, 28 complete and accurate information as may be required by the 29 Department of Education or the chairman or the minority chairman 30 of the Appropriations Committee of the Senate or the chairman or 20030H1381B3146 - 2 -
1 the minority chairman of the Appropriations Committee of the 2 House of Representatives. 3 (c) The Thomas Jefferson University shall report its 4 revenues and expenditures and present its financial statements 5 in accordance with generally accepted accounting principles and 6 procedures for educational institutions as set forth in the 7 "Higher Education Finance Manual (1975)" and the "Commonwealth 8 of Pennsylvania Budget Instructions for the State System of 9 Higher Education, State-Related Universities and Non-State- 10 Related Colleges and Universities." 11 (d) The trustees of the Thomas Jefferson University shall 12 report on forms provided by the Department of Education to both 13 the chairman and minority chairman of the Appropriations 14 Committee of the Senate and the chairman and minority chairman 15 of the Appropriations Committee of the House of Representatives 16 by September 30, 2004, on how State-appropriated funds were 17 expended for fiscal year 2003-2004 to reduce the costs to 18 Pennsylvania resident students or to provide services to 19 Pennsylvania residents. 20 Section 3. (a) Payment to Jefferson Medical College and 21 Hospital on account of the appropriation relating to Tay-Sachs 22 disease as provided for in section 1(c) shall be made by the 23 Secretary of Health in equal quarterly payments and shall be 24 conditioned upon a program which shall include the detection of 25 Tay-Sachs disease in the community, counseling of individuals 26 and families, education of the public, coordination of research 27 into the treatment for Tay-Sachs disease and the expansion of 28 genetic diagnostic services and treatment of persons with the 29 disease. 30 (b) Jefferson Medical College and Hospital shall provide 20030H1381B3146 - 3 -
1 full, complete and accurate information as may be required by 2 the Department of Health or the chairman or the minority 3 chairman of the Appropriations Committee of the Senate or the 4 chairman or the minority chairman of the Appropriations 5 Committee of the House of Representatives. 6 Section 4. Any moneys appropriated by this act that are <-- 7 applied on an individual basis to students, including, but not 8 limited to student financial assistance, shall be applied in 9 such a manner that 75% of the appropriated funds are used for 10 students who are residents of this Commonwealth. 11 Section 5 4.
