HOUSE BILL

        AS AMENDED ON THIRD CONSIDERATION, IN SENATE, DECEMBER 19, 2003

                                     AN ACT

     1  Making an appropriation to the Trustees of Drexel University,
     2     Philadelphia.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  The sum of $6,470,000 is hereby appropriated to
     6  the Trustees of Drexel University, Philadelphia, for the fiscal
     7  year July 1, 2003, to June 30, 2004, for instruction and student
     8  aid.
     9     Section 2.  Payments to Drexel University on account of the
    10  appropriation provided in section 1 shall be made quarterly by
    11  the Secretary of Education on the basis of costs during the
    12  fiscal year and shall be conditioned on continuing authority for
    13  inclusion on the Board of Trustees of Drexel University of a
    14  minimum of five persons who are not elected officials and who
    15  are appointed by the Governor, the President pro tempore of the
    16  Senate, the Minority Leader of the Senate, the Speaker of the
    17  House of Representatives and the Minority Leader of the House of

     1  Representatives for terms of office coterminous with that of the
     2  respective appointing authority.
     3     Section 3.  The Drexel University shall provide full,
     4  complete and accurate information as may be required by the
     5  Department of Education or the chairman or the minority chairman
     6  of the Appropriations Committee of the Senate or the chairman or
     7  the minority chairman of the Appropriations Committee of the
     8  House of Representatives.
     9     Section 4.  Drexel University shall report its revenues and
    10  expenditures and present its financial statements in accordance
    11  with generally accepted accounting principles and procedures for
    12  educational institutions as set forth in the "Higher Education
    13  Finance Manual (1975)" and the "Commonwealth of Pennsylvania
    14  Budget Instructions for the State System of Higher Education,
    15  State-Related Universities and Non-State-Related Colleges and
    16  Universities."
    17     Section 5.  The Trustees of Drexel University shall report on
    18  forms provided by the Department of Education to the chairman
    19  and the minority chairman of the Appropriations Committee of the
    20  Senate and the chairman and minority chairman of the
    21  Appropriations Committee of the House of Representatives by
    22  September 30, 2004, on how State-appropriated funds were
    23  expended for fiscal year 2003-2004 to reduce the costs to
    24  Pennsylvania resident students or to provide services to
    25  Pennsylvania residents.
    26     Section 6.  Any moneys appropriated by this act that are       <--
    27  applied on an individual basis to students, including, but not
    28  limited to student financial assistance, shall be applied in
    29  such a manner that 75% of the appropriated funds are used for
    30  students who are residents of this Commonwealth.
