                                     AN ACT

     1  Establishing a Small Business Task Force and providing for its
     2     duties.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5  Section 1.  Short title.
     6     This act shall be known and may be cited as the Small
     7  Business Task Force Act.
     8  Section 2.  Definitions.
     9     The following words and phrases when used in this act shall
    10  have the meanings given to them in this section unless the
    11  context clearly indicates otherwise:
    12     "Task force."  The Small Business Task Force.
    13  Section 3.  Small Business Task Force.
    14     (a)  Establishment.--The Small Business Task Force is hereby
    15  established. The task force shall consist of 22 members who


     1  represent a cross section of small businesses in this
     2  Commonwealth as follows:
     3         (1)  The Majority Leader of the Senate and the Majority
     4     Leader of the House of Representatives shall each appoint two
     5     members.
     6         (2)  The Minority Leader of the Senate and the Minority
     7     Leader of the House of Representatives shall each appoint two
     8     members.
     9         (3)  The Governor shall appoint 14 members.
    10     (b)  Duties.--The task force shall identify ways to improve
    11  the Commonwealth's responsiveness to the interests of small
    12  business and to assist small businesses to maintain and expand
    13  their work force.
    14     (c)  Organization.--The task force shall elect a chairperson
    15  by majority vote and may adopt any bylaws or procedures it deems
    16  necessary to accomplish its purpose. Recommendations, positions
    17  or other actions of the task force shall be by a majority of its
    18  members.
    19     (d)  Report.--Within six months of the effective date of this
    20  act, the task force shall prepare and transmit to the Governor
    21  and to the General Assembly a report on its findings and
    22  recommendations.
    23     (e)  Expenses.--Members of the board shall be reimbursed for
    24  their travel expenses to attend meetings as authorized by the
    25  Executive Board.
    26  Section 4.  Expiration.
    27     The task force shall expire and its authority shall cease one
    28  year from the effective date of this act.
    29  Section 5.  Effective date.
    30     This act shall take effect in 60 days.
