        AS RE-REPORTED FROM COMMITTEE ON APPROPRIATIONS, HOUSE OF
           REPRESENTATIVES, AS AMENDED, MAY 5, 2003

                                     AN ACT

     1  Amending Title 51 (Military Affairs) of the Pennsylvania
     2     Consolidated Statutes, establishing the Military Family
     3     Emergency Assistance Fund; and making an appropriation.        <--

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Title 51 of the Pennsylvania Consolidated
     7  Statutes is amended by adding a chapter to read:
     8                             CHAPTER 95
     9                          SPECIAL PROGRAMS
    10  Sec.
    11  9501.  Military Family Emergency Assistance Fund.
    12  § 9501.  Military Family Emergency Assistance Fund.
    13     (a)  Established.--The Military Family Emergency Assistance
    14  Fund is established in the State Treasury.


     1     (b)  Administration.--
     2         (1)  The Adjutant General, in cooperation with the State
     3     Treasurer, shall administer the fund and shall accept
     4     voluntary contributions from persons for the fund.
     5         (2)  Contributions received for the fund shall be
     6     distributed by the Adjutant General to servicemen or
     7     servicewomen or their families that have suffered a sudden or
     8     unexpected loss of income or other source of support or a
     9     death or an illness of a family member that creates a direct
    10     and immediate demonstrable financial need for assistance in
    11     order to provide themselves and their families with food,
    12     shelter, clothing, required medical care and other
    13     necessities of life.
    14         (3)  Persons applying for assistance from the fund must
    15     demonstrate that they have applied for and been turned down
    16     for existing relief programs as determined by the department.
    17     (c)  Rules.--In administering the fund, the Adjutant General
    18  shall, where possible, apply procedures and rules established
    19  for veterans' emergency assistance under Chapter 85 (relating to
    20  veterans' emergency assistance).
    21     Section 2.  The sum of $250,000 is appropriated from the       <--
    22  General Fund for transfer to the Military Family Emergency
    23  Assistance Fund.
    24     Section 3 2.  This act shall take effect in 60 days.           <--
