        REFERRED TO AGING AND YOUTH, OCTOBER 24, 2002

                                  A RESOLUTION

     1  Recognizing and congratulating the Allegheny County child
     2     welfare system for becoming a respected national model for
     3     child welfare systems.

     4     WHEREAS, In the mid-1990's, the child welfare system was in
     5  crisis with foster care placements spiraling out of control and
     6  large numbers of those children being placed with strangers or
     7  being abused; and
     8     WHEREAS, The child welfare system reinvented itself by
     9  instituting innovative prevention-oriented programs, intensive
    10  family counseling and child placement with extended family
    11  members; and
    12     WHEREAS, The Allegheny County child welfare system has been
    13  called a shining national model and was recognized on CNN
    14  "NewsNight" for its accomplishments; therefore be it
    15     RESOLVED, That the Senate recognize the Allegheny County
    16  child welfare system for the outstanding work it conducts with
    17  children and congratulate it on becoming a respected national
    18  model for child welfare systems everywhere.
