No. 216 Session of 2002


        INTRODUCED BY JUBELIRER, MOWERY, COSTA, ERICKSON, THOMPSON,
           DENT, TARTAGLIONE, MUSTO, BRIGHTBILL, TOMLINSON, ROBBINS,
           EARLL, RHOADES, SCARNATI, SCHWARTZ, WENGER, BELL, KUKOVICH,
           LAVALLE, O'PAKE, C. WILLIAMS, CONTI, A. WILLIAMS, WAUGH AND
           LEMMOND, APRIL 29, 2002

        REFERRED TO INTERGOVERNMENTAL AFFAIRS, APRIL 29, 2002

                                  A RESOLUTION

     1  Informing the National Science Foundation of the support of the
     2     Senate of Pennsylvania for the Basic Education/Higher
     3     Education Science and Technology Partnership currently
     4     serving the Commonwealth and urging funding for this effort
     5     through the foundation's Math and Science Partnership.

     6     WHEREAS, The Basic Education/Higher Education Science and
     7  Technology Partnership has launched programs across the
     8  Commonwealth of Pennsylvania and serves students in our poorest
     9  urban and rural areas and areas with the highest minority
    10  enrollments; and
    11     WHEREAS, The partnership has through 15 years of experience
    12  demonstrated the ability to increase student learning in the
    13  sciences at rates above those for nonparticipating students; and
    14     WHEREAS, This program is comprehensive, tying together state-
    15  of-the-art resources, professional development and curriculum
    16  development; and
    17     WHEREAS, This program is critical to students meeting the new
    18  math and science standards enacted by the Commonwealth of

     1  Pennsylvania; and
     2     WHEREAS, The Subcommittee on School Finance of the Senate of
     3  Pennsylvania has singled out this program as being a cost-
     4  effective way to provide resources for schools and to address
     5  disparities in educational programs available in smaller
     6  schools; and
     7     WHEREAS, The Keystone Commission on Education for Employment
     8  in the 21st Century commended this partnership as being critical
     9  to workforce development because of its use of advanced
    10  instrumentation in the classroom; and
    11     WHEREAS, The Commonwealth of Pennsylvania has already
    12  committed financial resources and support for the pilot Math and
    13  Science Partnership; and
    14     WHEREAS, Pennsylvania has more than 150 colleges and
    15  universities, providing ample sites for a future comprehensive
    16  Math and Science Partnership; therefore be it
    17     RESOLVED, That the Senate of Pennsylvania urge the National
    18  Science Foundation to support the Basic Education/Higher
    19  Education Science and Technology Partnership through the
    20  foundation's Math and Science Partnership.
