        INTRODUCED BY WILLIAMS, ERICKSON, STOUT, COSTA, BOSCOLA, WOZNIAK
           AND LAVALLE, DECEMBER 3, 2001

        REFERRED TO STATE GOVERNMENT, DECEMBER 3, 2001

                                  A RESOLUTION

     1  Urging the Governor to establish an Office of Public Security to
     2     develop a comprehensive Statewide strategy to secure
     3     Pennsylvania from acts of terrorism or terroristic threats.

     4     WHEREAS, The events of September 11, 2001, have changed the
     5  way Americans think and act regarding issues of safety; and
     6     WHEREAS, Former Governor Tom Ridge has been appointed by
     7  President Bush to head the Office of Homeland Security; and
     8     WHEREAS, One of the purposes of the Office of Homeland
     9  Security is to coordinate reporting and safety procedures with
    10  State and local governments; and
    11     WHEREAS, Governor George E. Pataki of New York recently
    12  appointed former assistant director of the FBI, New York
    13  Division, James K. Kallstrom, to head the newly created Office
    14  of Public Security to coordinate and bolster antiterrorism
    15  efforts in New York; and
    16     WHEREAS, The Senate of Pennsylvania believes the Commonwealth
    17  needs an Office of Public Security to coordinate and bolster
    18  antiterrorism efforts in this Commonwealth; therefore be it

     1     RESOLVED, That the Senate urge Governor Mark Schweiker to
     2  establish an Office of Public Security to ensure maximum
     3  preparedness for possible terrorist acts or threats.
