        INTRODUCED BY BOSCOLA, MELLOW, COSTA, TARTAGLIONE, SCHWARTZ AND
           O'PAKE, JANUARY 22, 2001

        REFERRED TO RULES AND EXECUTIVE NOMINATIONS, JANUARY 22, 2001

                                  A RESOLUTION

     1  Urging the Governor to call for the convening of a Special
     2     Session of the General Assembly in order to address property
     3     tax reform in light of the current State revenue surplus.

     4     WHEREAS, The Governor projects that the Commonwealth will
     5  have a $200,000,000 revenue surplus as of June 30, 2001; and
     6     WHEREAS, Property tax imposition, traditionally a strong
     7  local revenue producer, has lately been under much scrutiny for
     8  the burden it imposes on property owners while failing to
     9  produce enough income to provide sufficient services to local
    10  residents; therefore be it
    11     RESOLVED, That the Honorable Thomas J. Ridge, Governor of the
    12  Commonwealth, call for the convening of a Special Session of the
    13  General Assembly in 2001 to study and address the issue of
    14  property tax reform throughout this Commonwealth.
