AN ACT
1 Amending the act of November 22, 1978 (P.L.1166, No.274),
2 entitled "An act establishing the Pennsylvania Commission on
3 Crime and Delinquency, providing for its powers and duties
4 establishing several advisory committees within the
5 commission and providing for their powers and duties,"
6 establishing the Targeted Community Revitalization and Crime
7 Prevention Advisory Committee and providing for its powers
8 and duties.
9 The General Assembly of the Commonwealth of Pennsylvania
10 hereby enacts as follows:
11 Section 1. Section 1 of the act of November 22, 1978
12 (P.L.1166, No.274), referred to as the Pennsylvania Commission
13 on Crime and Delinquency Law, is amended by adding a definition
14 to read:
15 Section 1. Definitions.
16 The following words and phrases when used in this act shall
17 have, unless the context clearly indicates otherwise, the
18 meanings given to them in this section:

20 "Targeted community." A city, township or municipality
1 currently receiving funding from the Pennsylvania Commission on 2 Crime and Delinquency to provide support to law enforcement and 3 community partnerships to develop comprehensive, targeted crime 4 prevention efforts and a planning process for the revitalization 5 of high-crime and distressed communities, a city, township or 6 municipality designated by the commission to receive such 7 funding, or a city, township or municipality eligible to seek 8 such funding from the commission under criteria developed by the 9 Targeted Community Revitalization and Crime Prevention Advisory 10 Committee. 11 Section 2. The act is amended by adding sections to read: 12 Section 7.1. Targeted Community Revitalization and Crime 13 Prevention Advisory Committee. 14 (a) Establishment.--There is hereby established the Targeted 15 Community Revitalization and Crime Prevention Advisory Committee 16 within the commission. 17 (b) Composition.--The committee shall consist of the 18 following members OR THEIR DESIGNEE: <-- 19 (1) The Secretary of Public Welfare. 20 (2) The Secretary of Community and Economic Development. 21 (3) The Secretary of Health. 22 (4) The Secretary of Education. 23 (5) The Secretary of Labor and Industry. 24 (6) The Secretary of Conservation and Natural Resources. 25 (7) The Executive Director of the Pennsylvania Housing 26 Finance Agency. 27 (8) The Executive Director of the Pennsylvania 28 Commission on Crime and Delinquency. 29 (9) The Executive Director of the Governor's Advisory 30 Commission on Latino Affairs. 20020S1466B2298 - 2 -
1 (10) The Executive Director of the Governor's Advisory 2 Commission on African American Affairs. 3 (11) The Executive Director of the Juvenile Court 4 Judges' Commission. 5 (12) The Director of the Governor's Office of Policy 6 Development. 7 (13) The Commissioner of the Pennsylvania State Police. 8 (14) The chairman of the Pennsylvania Board of Probation 9 and Parole. 10 (15) Two members of the General Assembly, one of whom 11 shall be designated by and serve at the pleasure of the 12 President pro tempore of the Senate and one of whom shall be 13 designated by and serve at the pleasure of the Speaker of the 14 House of Representatives. The members designated by the 15 President pro tempore of the Senate and the Speaker of the 16 House of Representatives must have a targeted community in 17 their legislative districts. 18 (16) Seven members who are located in or serve a 19 targeted community, appointed by the Governor, one 20 representative of local law enforcement agencies, one 21 district attorney representative, one representative of 22 county commissioners, one representative of community and 23 economic development agencies, one representative of crime 24 prevention agencies, one representative of a community-based 25 organization and one representative of a faith-based 26 organization. 27 (17) Five private citizens appointed by the Governor, 28 all of whom reside in a targeted community. 29 (18) Such additional members appointed by the Governor, 30 all of whom shall have experience and involvement in 20020S1466B2298 - 3 -
1 community revitalization and crime prevention efforts. 2 (c) Number and qualifications.--The committee shall consist 3 of no fewer than 25 members or more than 30 members, all of whom <-- 4 shall have had training or experience in law enforcement, social 5 services, community revitalization or economic development. 6 (d) Conditions of appointment.--The committee and its 7 members are subject to the same limitations and conditions 8 imposed upon the commission as prescribed in section 2(d), (e), 9 (h), (m) and (n). 10 (e) Quorum.--A majority of the members shall constitute a 11 quorum, and a vote of the majority of the members present shall 12 be sufficient for all actions. 13 (f) Chairman.--The Governor shall appoint a chairman from 14 among the members of the committee who shall serve at the 15 pleasure of the Governor. A vice chairman shall be designated by 16 the chairman and preside at meetings in the absence of the 17 chairman. The committee shall meet at the call of the chairman, 18 but not less than four times a year. 19 Section 7.2. Powers and duties of Targeted Community 20 Revitalization and Crime Prevention Advisory Committee. 21 (a) Powers and duties.--The Targeted Community 22 Revitalization and Crime Prevention Advisory Committee shall 23 have the power and its duty shall be to: 24 (1) Serve in an advisory capacity to the commission 25 through the committee's participation in the development of 26 that part of the commission's comprehensive plan relating to 27 targeted crime prevention efforts and the revitalization of 28 targeted communities. 29 (2) Serve in an advisory capacity to the commission on 30 those functions related to the direct approval and 20020S1466B2298 - 4 -
1 disbursement of financial assistance. The committee shall 2 have the opportunity to review and comment on applications 3 after their receipt from the commission. 4 (3) Advise the commission on the definition, development 5 and correlation of programs and projects and the 6 establishment of priorities for supporting law enforcement 7 and community partnerships developing comprehensive, targeted 8 crime prevention efforts and a planning process for the 9 revitalization of high-crime and distressed communities. 10 (4) Develop standards, methods and procedures for 11 evaluating and monitoring services and programs for crime 12 prevention efforts and the revitalization of targeted 13 communities. 14 (5) Provide assistance and advice requested by the 15 commission on any other matters relating to the crime 16 prevention efforts and the revitalization of targeted 17 communities. 18 (6) Submit to the Governor and the General Assembly 19 reports as may be required by Federal and State law. 20 (b) Staff support.--Staff support shall be made available to 21 the committee by the executive director of the commission in 22 order for the committee to adequately perform the duties 23 provided for in this section. 24 Section 3.
