SENATE BILL

No. 1352 Session of 2002

                                     AN ACT

     1  Providing for a flag for victims of terrorism who died during
     2     the terrorist attacks in the United States on September 11,
     3     2001; and providing for responsibilities of the Governor.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6  Section 1.  Short title.
     7     This act shall be known and may be cited as the Victims of
     8  Terrorism Memorial Flag Act.
     9  Section 2.  Victims of Terrorism Memorial Flag.
    10     (a)  Establishment.--There is hereby established a Victims of
    11  Terrorism Memorial Flag for this Commonwealth.
    12     (b)  Description.--The flag established in subsection (a)
    13  shall be divided into two vertical fields, the colors of which
    14  shall be the same colors as the fields in the flag of the United
    15  States and as specifically set forth in this subsection. The
    16  first field shall be the field closest to the flagpole and shall
    17  be a blue field with a white heart that has a crack on its left
    18  side from which crack spills three, white, five-pointed stars.

     1  The end of the first field that joins the second field shall not
     2  be square, but shall be slightly tapered outward to its middle
     3  point. The second field shall be five alternating stripes of red
     4  and white, beginning with red. The end of the flag containing
     5  the second field shall not be square, but each red stripe shall
     6  end in a point in such a manner that the end tips of the flag
     7  are indented toward the middle red stripe, which shall be the
     8  shortest, and the end of the flag producing the outline of the
     9  letter "W" inverted.
    10  Section 3.  Use of flag.
    11     The Victims of Terrorism Memorial Flag may be displayed over
    12  victims of terrorism memorials and from the poles of any public
    13  ground or political subdivision on September 11 and during
    14  victims of terrorism funeral processions as further directed by
    15  the Governor.
    16  Section 4.  Governor responsibilities.
    17     The Governor shall maintain the official flag and have the
    18  responsibility to implement the provisions of this act and
    19  oversee the production, acquisition and distribution of the
    20  flag.
    21  Section 5.  Effective date.
    22     This act shall take effect in 60 days.
