SENATE BILL

                                     AN ACT

     1  Providing for rescue volunteers.

     2     The General Assembly of the Commonwealth of Pennsylvania
     3  hereby enacts as follows:
     4  Section 1.  Sharing of workers' compensation premiums.
     5     Any municipality which does not have a fire company,
     6  ambulance corps, rescue and lifesaving squad or hazardous
     7  materials response team located within its corporate limits and
     8  which receives fire protection services, ambulance services,
     9  rescue and lifesaving or hazardous materials response services
    10  from the volunteer fire company, volunteer ambulance corps,
    11  volunteer rescue and lifesaving squad or hazardous materials
    12  response team of another municipality pursuant to a contract,
    13  standing agreement, mutual aid agreement or any other
    14  arrangement may be required to reimburse if requested by the
    15  municipality in which the volunteer fire company, volunteer
    16  ambulance corps, volunteer rescue and lifesaving squad or
    17  hazardous materials response team is located for a portion of

     1  the cost of the workers' compensation premiums covering members
     2  of the volunteer fire company, volunteer ambulance corps,
     3  volunteer rescue and lifesaving squad or hazardous materials
     4  response team.
     5  Section 2.  Method of calculation.
     6     The appropriate portion of the cost shall be determined by
     7  multiplying the entire cost of the premium by the percentage
     8  that the individual municipality's population served by such
     9  volunteer fire company, volunteer ambulance corps, volunteer
    10  rescue and lifesaving squad or hazardous materials response team
    11  bears to the total population served by such volunteer fire
    12  company, volunteer ambulance corps, volunteer rescue and
    13  lifesaving squad or hazardous materials response team.
    14  Section 3.  Limitation.
    15     No segment of the population shall be included in more than
    16  one service area for purposes of calculating workers'
    17  compensation premiums under this act. Nothing in this act shall
    18  prevent the municipalities from agreeing to share the cost on
    19  some other basis.
    20  Section 4.  Effective date.
    21     This act shall take effect in 30 days.
