HOUSE RESOLUTION

No. 523 Session of 2002


        INTRODUCED BY SATHER, STAIRS, HERMAN, MAJOR, NICKOL, HESS,
           GODSHALL, PHILLIPS, FAIRCHILD, SAYLOR, R. MILLER, STERN,
           HUTCHINSON, HENNESSEY, FLEAGLE, WATERS, BISHOP AND THOMAS,
           APRIL 15, 2002

        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           APRIL 15, 2002

                                  A RESOLUTION

     1  Informing the National Science Foundation of the support of the
     2     House of Representatives for the Basic Education/Higher
     3     Education Science and Technology Partnership currently
     4     serving the Commonwealth and urging the support of this
     5     effort through the foundation's Math and Science Partnership.

     6     WHEREAS, The current partnership has begun programs across
     7  the Commonwealth of Pennsylvania and serves students in our
     8  poorest urban and rural areas and areas with the highest
     9  minority enrollments; and
    10     WHEREAS, The current partnership has demonstrated the ability
    11  to increase student learning in the sciences at rates far above
    12  other students; and
    13     WHEREAS, This program is comprehensive, tying together
    14  resources, professional development and curriculum development;
    15  and
    16     WHEREAS, This program has 15 years of experience in changing
    17  what happens in the classroom; and
    18     WHEREAS, This program is critical to students meeting the new

     1  math and science standards enacted by the Commonwealth of
     2  Pennsylvania, particularly standards dealing with technology and
     3  technological devices; and
     4     WHEREAS, The Subcommittee on School Finance of the Senate of
     5  Pennsylvania has singled out this program as being a cost-
     6  effective way to provide resources for schools and to address
     7  inequities in educational programs in our poorest schools; and
     8     WHEREAS, The recent Keystone Commission on Education for
     9  Employment in the 21st Century commended this partnership as
    10  being critical to work force development because of its use of
    11  advanced instrumentation in the classroom; and
    12     WHEREAS, The Commonwealth of Pennsylvania has already
    13  committed financial resources and support for the pilot Math and
    14  Science Partnership; and
    15     WHEREAS, Pennsylvania has more than 150 colleges and
    16  universities within its borders providing ample sites for a
    17  future comprehensive Statewide program; and
    18     WHEREAS, Lessons learned by the Math and Science Partnership
    19  can be implemented across the Commonwealth of Pennsylvania;
    20  therefore be it
    21     RESOLVED, That the House of Representatives of the
    22  Commonwealth of Pennsylvania urge the National Science
    23  Foundation to support the Basic Education/Higher Education
    24  Science and Technology Partnership through the foundation's Math
    25  and Science Partnership.
