        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           FEBRUARY 6, 2002

                                  A RESOLUTION

     1  Honoring the late Representative David P. Richardson, Jr., a
     2     member of the Pennsylvania House of Representatives from 1973
     3     to 1995.

     4     WHEREAS, Representative Richardson was born in Philadelphia
     5  on April 23, 1948, a son of Elaine and David P. Richardson, Sr.;
     6  and
     7     WHEREAS, Representative Richardson was an activist,
     8  gentleman, lawmaker, human rights advocate and political leader
     9  with a strong commitment to serve, to become involved and to
    10  make a difference in educational reform, social justice and
    11  community improvement; and


     1     WHEREAS, Representative Richardson's legislative record
     2  brought him recognition as a proponent of social welfare reform
     3  and prison reform, an advocate for social justice and equal
     4  rights and a leader in the rights of the elderly, children, the
     5  disabled and the homeless; and
     6     WHEREAS, Representative Richardson was a member of numerous
     7  boards and committees at both the national and State levels, and
     8  he chaired the Pennsylvania Legislative Black Caucus and the
     9  Urban Affairs Committee of the House of Representatives and was
    10  Democratic chair of the Health and Human Services Committee of
    11  the House of Representatives; and
    12     WHEREAS, Representative Richardson was past president of the
    13  National Black Caucus of State Legislatures and served on the
    14  executive Committee of the National Conference of State
    15  Legislatures; and
    16     WHEREAS, Representative Richardson's work and activism made
    17  this Commonwealth a better place, and his legacy of fighting
    18  oppression, poverty, social and economic injustice and racism
    19  continues to enrich us all; therefore be it
    20     RESOLVED, That the House of Representatives honor the late
    21  Representative David P. Richardson, Jr., a beloved family
    22  member, activist, statesman, friend, gentleman, role model and
    23  benefactor.
