HOUSE RESOLUTION

No. 318 Session of 2001


        INTRODUCED BY CALTAGIRONE, CAWLEY, HORSEY, LESCOVITZ, MELIO,
           SOLOBAY, TRICH, WASHINGTON AND C. WILLIAMS, OCTOBER 5, 2001

        REFERRED TO COMMITTEE ON RULES, OCTOBER 5, 2001

                            A CONCURRENT RESOLUTION

     1  Directing the Joint State Government Commission to establish the
     2     Internet Sales Tax Task Force to study the feasibility of a
     3     tax system that would encompass sales tax revenue that is
     4     lost due to online sales of goods and services.

     5     WHEREAS, Citizens of this Commonwealth have a vital interest
     6  in sales tax revenue that is lost over the Internet; and
     7     WHEREAS, Some states and the National Governors Association
     8  have researched the implementation of a tax system that includes
     9  goods and services sold via the Internet; and
    10     WHEREAS, There is a need for bipartisan and bicameral
    11  research on sales tax collection for goods and services sold via
    12  the Internet; therefore be it
    13     RESOLVED (the Senate concurring), That the General Assembly
    14  direct the Joint State Government Commission to establish the
    15  Internet Sales Tax Task Force of four members of the Senate and
    16  four members of the House of Representatives to undertake a
    17  study regarding lost sales tax revenue on goods and services
    18  sold via the Internet; and be it further
    19     RESOLVED, That the President pro tempore of the Senate and

     1  the Minority Leader of the Senate and the Speaker of the House
     2  of Representatives and the Minority Leader of the House of
     3  Representatives each appoint two members to the Internet Sales
     4  Tax Task Force; and be it further
     5     RESOLVED, That the Internet Sales Tax Task Force be charged
     6  with researching the feasibility and implementation of a sales
     7  tax collection system that would include goods and services sold
     8  via the Internet; and be it further
     9     RESOLVED, That the Internet Sales Tax Task Force be
    10  authorized to create an advisory committee to assist the task
    11  force, composed of individuals the task force deems appropriate;
    12  and be it further
    13     RESOLVED, That the Internet Sales Tax Task Force present its
    14  findings to the General Assembly.
