        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           SEPTEMBER 25, 2001

                                  A RESOLUTION

     1  Declaring October 2001 as "White Cane Month" in Pennsylvania.

     2     WHEREAS, The use of a cane for the visually impaired dates
     3  back to biblical times when a shepherd's staff was used as an
     4  aid for solitary travel; and
     5     WHEREAS, After World War I the cane was promoted for use by
     6  the visually impaired; and
     7     WHEREAS, Lions International promoted the white cane as a
     8  protective device for the blind in 1931 at its convention in
     9  Toronto, Canada; and


     1     WHEREAS, The white cane is a symbol of blindness, courage and
     2  independent spirit; and
     3     WHEREAS, Individuals use many types of canes, including
     4  identification, white support and long canes, depending on their
     5  visual impairment and other factors; therefore be it
     6     RESOLVED, That the House of Representatives, on the 70th
     7  anniversary of the promotion of the white cane, declare the
     8  month of October 2001 as "White Cane Month" in Pennsylvania.
