        REFERRED TO COMMITTEE ON CONSUMER AFFAIRS, MAY 10, 2001

                                  A RESOLUTION

     1  Requesting the Joint State Government Commission to undertake a
     2     study of electric generating facilities and related matters.

     3     WHEREAS, Adequate electric generation is vital to the economy
     4  of this Commonwealth; and
     5     WHEREAS, In order to maintain an adequate electric generating
     6  capacity within this Commonwealth, additional electric
     7  generating facilities may have to be constructed; and
     8     WHEREAS, The location of construction of electric generating
     9  facilities impacts the economic, aesthetic and environmental
    10  quality of life of this Commonwealth's host municipalities;
    11  therefore be it
    12     RESOLVED, That the House of Representatives request the Joint
    13  State Government Commission to undertake a study of electric
    14  generating facilities in this Commonwealth, including:
    15         (1)  The number and types of actual and proposed electric
    16     generating facilities Statewide.

     1         (2)  The economic and environmental impact these
     2     facilities have or would have on their host municipalities
     3     and the State.
     4         (3)  The projected amount of electric generation capacity
     5     compared to electric generation needs for Commonwealth
     6     citizens over the next five years.
     7         (4)  A description of the number and types of facilities
     8     constructed in other states.
     9         (5)  The nature and impact of State siting requirements
    10     and other regulatory oversight on electric generation supply,
    11     capacity and consumer price in such states;
    12  and be it further
    13     RESOLVED, That the House of Representatives request the Joint
    14  State Government Commission to undertake a study of the
    15  identification and description of any actual or potential risk
    16  of harm to the health and safety of citizens when an electric
    17  generation facility is located adjacent to or near an operating
    18  nuclear power plant; and be it further
    19     RESOLVED, That the Joint State Government Commission report
    20  its findings and recommendations to the House of Representatives
    21  before July 1, 2001.
