A RESOLUTION 1 Memorializing Congress to repeal the vehicle emissions 2 provisions of the Clean Air Act Amendments of 1990. 3 WHEREAS, On November 15, 1990, the President signed the Clean 4 Air Act Amendments of 1990 (Public Law 101-549, 42 U.S.C. § 7401 5 et seq.); and 6 WHEREAS, The Clean Air Act Amendments of 1990 prompted the 7 Commonwealth of Pennsylvania to adopt an enhanced vehicle 8 emissions inspection and maintenance program in 11 urban and 9 suburban counties, effective October 1, 1997; and 10 WHEREAS, Although the program favored by the Ridge 11 administration to comply with the Federal mandate is superior to 12 the prior plan, which included a centralized testing program to 13 be operated by an Arizona company, Envirotest, the program will 14 nonetheless impose a significant financial hardship on many 15 families with modest incomes; therefore be it 16 RESOLVED, That the House of Representatives of the
1 Commonwealth of Pennsylvania memorialize the Congress of the 2 United States to repeal the vehicle emissions provisions of the 3 Clean Air Act Amendments of 1990; and be it further 4 RESOLVED, That copies of this resolution be transmitted to 5 the presiding officers of each house of Congress and to each 6 member of Congress from Pennsylvania.
